Facing Deficits, Many States are Imposing Cuts That Hurt Vulnerable Populations When the economy weakens, state and local revenues decline but the need for public programs increases, as residents lose jobs, income, and health insurance. At least 17 states have made or proposed budget cuts that will affect services for children, the elderly, the disabled, and families, as well as the quality of education and access to higher education. Rhode Island’s governor, for example, has proposed eliminating health coverage for nearly 7,400 low-income parents. (Center on Budget and Policy Priorities). To read more.. Children’s Stake in Social Security While Social Security is best known as a retirement program, it is also irreplaceable life and disability insurance for young families. Social Security often makes the difference in lifting children out of poverty. Of the 6.5 million children in families that received Social Security, fully 1.3 million children were lifted out of poverty by Social Security benefits. (National Academy of Social Insurance). Targeting State Fiscal Relief Effectively Twenty-seven states need federal fiscal relief now, according to an examination of three indicators of economic distress — employment, poverty, and housing foreclosures. According to the Center on Budget and Policy Priorities, well-targeted fiscal relief based on these indicators can reduce the need for states to raise taxes or cut services such as health care or education. Community partnerships have the potential to meet a wide variety of needs, from improving participant recruitment and attendance to contributing volunteers or other resources to programs. Childtrends’ new brief discusses ways in which community involvement can be important for out-of-school time programs and describes how programs can begin to identify valuable community resources and develop strategies for leveraging community support. How Corrections Spending Compares to Other State Investments A new report by Pew's Public Safety Performance Project details how, for the first time in history, more than one in every 100 adults in America are in jail or prison - a fact that significantly impacts state budgets without delivering a clear return on public safety. The Gay, Lesbian and Straight Education Network (GLSEN) undertook a study to examine and highlight the school experiences of LGBT headed families in partnership with COLAGE and the Family Equality Council. Some of the report’s findings include: LGBT parents are more likely than other parents to volunteer, attend parent-teacher conferences and to contact the school about their child’s academic performance. Yet many LGBT parents report feeling neglected, excluded or even mistreated by other members of their school communities. Nearly a fifth of the students in the survey report hearing negative remarks about having LGBT parents from other students and, even more disturbingly, nearly one-third hear such comments made by school staff. Literacy, Youth Leadership and Volunteerism Grants – Deadline: Rolling. The Comcast Foundation supports organizations that make communities stronger through literacy, youth leadership development and community service programs. Award amounts range from $1,000 to $570,000. Eligible applicants include nonprofit organizations with 501(c)(3) status that operate within a Comcast service area. The White House Office of National Drug Control Policy (ONDCP) along with its Federal partner, the Substance Abuse and Mental Health Services Administration (SAMHSA) has released the Fiscal Year 2008 Request for Applications (RFA) for the Drug Free Communities (DFC) support program. This year’s RFA will allow applicants to apply for up to $125,000 in Federal matching funds to strengthen communities and reduce youth drug use through coalition-driven environmental strategies.
