The President's proposed budget for FY 2009

Proposed budget includes cuts in human service programs; a half billion cut in the Social Service Block Grant; reductions in health care; a SCHIP proposal that would result in a loss in coverage of children and extending the tax cuts of 2001. (Child Welfare League of America). For more info…

FY09 Budget Proposal Threatens Violence Prevention Programs
President Bush’s FY09 budget proposal asks Congress to slash funding by more than $100 million for U.S. Department of Justice programs to address and prevent violence against women. The President also would turn all funding for the Violence Against Women Act (VAWA) into a block grant. (Family Violence Prevention Fund). For more info..

Administration’s Medicaid Regulations Will Weaken Coverage, Harm States, and Strain Health Care System: Over the last year, the Administration has issued a series of Medicaid regulations and an interim final rule, which implements a provision of the 2006 Deficit Reduction Act.  Taken together these changes will reduce federal Medicaid spending by close to $15 billion over the next five years. Unless Congress acts to block them, these regulations will detrimentally impact children and people with disabilities, educational services, the foster care system, and health care services such as trauma care and neonatal intensive care, upon which entire communities rely. Head Start Funding Cut After Bipartisan Reauthorization Bill Calling for Increased Investment is Approved: The President’s 2009 budget proposes to fund Head Start at $7 billion.  The omnibus appropriations bill cut Head Start funding by the equivalent of the cost of serving more than 20,000 children in Head Start this year. Cost of Child Abuse Set at $104 Billion

New Information About The Health Coverage Tax Credits

The Health Coverage Tax Credit (HCTC), which pays 65 percent of health Insurance premiums for 16,000 trade-displaced workers and others, is the only use of federal income tax credits to cover the otherwise uninsured. In pending legislation to reauthorize Trade Adjustment Assistance, Congress has an opportunity to address HCTC's major problems, including participation by only 15 percent of eligible workers and administrative costs that consume roughly a third of federal spending on the credit. Mark Your Calendars: February 25th and 26th - National Call In Days to Show Support for Afterschool: President Bush is proposing a devastating cut to afterschool funds and a drastic restructure of the 21st Century Community Learning Centers Program that would convert it to a voucher program. To show the strong opposition to this proposal, the Afterschool Alliance is urging people to participate in a National Call In Campaign to Support Afterschool on February 25th and 26th. On these two days, they are asking afterschool advocates, participants and supporters from across the nation to take a moment to call their Members of Congress to express support for a continued investment in afterschool. On February 26th US Secretary of Education, Margaret Spellings will be testifying before the House Appropriations Committee responsible for afterschool funding and the Afterschool Alliance wants Members of Congress to know that their constituents do not support the President’s proposal to cut and reconfigure the 21st Century Community Learning Centers Program. Downtown DC Office Space—Fall 2008:  National Assembly is extending its long tradition of sharing space with members as it explores office space options when as its lease is up.  The Assembly may have a limited amount of space for a regular tenant(s).  The catch is, we need to know if you are interested now so we shop for and plan space accordingly.  If you would like to establish a DC beach-head, whether you are in the DC ‘burbs or based somewhere else in the country, let us know….now.  Contact irv@nassembly.org.

Special Feature: The Human Spirit Initiative is a volunteer-driven association of individuals whose lives have been dedicated to strengthening the human services sector, professionally and personally. Inspired by the amazing impact of individual Americans who shaped the health and human service sectors of the U.S. in the 20th century, they have joined together to form the Human Spirit Initiative. The organization is researching and calling attention to the history of the non-profit human services sector and the role of civic engagement in America during the 20th century. The initiative’s Share the Stories feature celebrates the contributions of “ordinary people” who volunteered their lives to found or shape significant human services organizations through a series of monographs. The first monograph celebrates the work of Jane Addams, the founder of the U.S. Settlement House movement, and the first American woman to be awarded the Nobel Peace Prize. In addition, Clifford W. National Collaboration for Youth Affiliates Participate in Unique F.I.L.M. Pilot

The Boys and Girls Club of Indianapolis, Big Brothers Big Sisters of Central Indiana, YMCA of Greater Indianapolis, and four other Indianapolis youth-serving organizations are participating in F.I.L.M. (Finding Inspiration in Literature & Movies), a national youth development program lead by Heartland Truly Moving Pictures and the National Collaboration for Youth (NCY), with the help of Crowe Chizek and Company LLC, a leading public accounting and consulting firm. Crowe is using F.I.L.M. to launch a pilot program in Indianapolis of literacy and service learning to youth from NCY affiliates. The pilot program consists of a series of events to be held in March, 2008 including reading nights, a movie night and a carnival for seven Indianapolis youth organizations, as well as for Crowe families. The Mutual of America Community Partnership Award recognizes outstanding nonprofit organizations in the United States that have shown exemplary leadership by facilitating partnerships with public, private or social sector leaders who are working together as equal partners, not as donors and recipients, to build a cohesive community that serves as a model for collaborating with others for the greater good. Bank of America Charitable Foundation Seeks Nominations for Neighborhood Excellence Initiative AwardsThe Bank of America Charitable Foundation is currently accepting nominations for these awards. NEI recognizes organizations, individuals, and students who have shown a commitment to improving and revitalizing their communities. Submissions for student leaders are due no later than February 29, 2008. Submissions for nonprofit organizations and individuals are due no later than June 27, 2008. For more info..

Literacy, Youth Leadership and Volunteerism Grants – Deadline: Rolling. The Comcast Foundation supports organizations that make communities stronger through literacy, youth leadership development and community service programs. Award amounts range  from $1,000 to $570,000. Eligible applicants include nonprofit  organizations with 501(c)(3) status that operate within a Comcast service area.

The Purpose Prize provides five awards of $100,000 and ten awards of $10,000 to people over 60 who are taking on society's biggest challenges.  Winners are innovators from the government, non-profit and private sectors who each have the determination to make lasting change. The White House Office of National Drug Control Policy (ONDCP) along with its Federal partner, the Substance Abuse and Mental Health Services Administration (SAMHSA) today released the Fiscal Year 2008 Request for Applications (RFA) for the Drug Free Communities (DFC) support program.  This year’s RFA will allow applicants to apply for up to $125,000 in Federal matching funds to strengthen communities and reduce youth drug use through coalition-driven environmental strategies.  Due date for the FY08 cycle is Friday, March 21, 2008.  Download application http://www.ondcp.gov/dfc/files/fy08_rfa.pdf Additional resources including eligibility criteria are located on the DFC website at www.ondcp.gov/dfc
