The bill would provide $180 million for pre-foreclosure counseling, to be distributed in grants by NeighborWorks America - with 15% targeted for low-income and minority homeowners and neighborhoods. This amount includes $30 million in grants for legal counseling to assist homeowners in foreclosure. The legislation also provides $3.92 billion in emergency assistance (CDBG Funds) to communities hardest hit by the foreclosure and subprime crisis to purchase foreclosed homes, at a discount, and rehabilitate or redevelop the homes to stabilize neighborhoods and stem the significant losses in home values of neighboring homes. Senate Passes Amendment to Support Homeless Children Included the new housing bill is an amendment that will help children affected by the foreclosure crisis stay in school and receive educational assistance. The amendment, sponsored by Senators Menendez, Murray, and Brown with the assistance of Senators Kennedy and Enzi, will authorize an infusion of funds to school districts across the country through the McKinney-Vento Homeless Education program to help ensure that students who are forced to move from their homes do not also have to leave their schools. New Hope for the Working Poor has Positive effect on Children’s Development Several recent studies suggest a convergence of troubling factors when it comes to youth success: the job market for young people is stalling, school districts in our largest cities fail to graduate 50% of high school students, and across the country, a growing number of students are earning high school diplomas but not the skills they need to succeed in college and in work. A recent Capitol Hill forum, “What Works? Evaluating Programs Targeting Disconnected Youth,” looked at programs for disconnected youth - young people who are not working and not in school - and the evaluations and research designed to measure their effectiveness. One takeaway from the forum was that programs that are long-term, well funded, and involve community/adult mentoring aspects tend to be the most successful, for example Job Corps. Drawing on surveys and interviews with young people who participated in the National Faith-Based Initiative, Public Private Ventures found that mentored youth were less likely to show signs of depression than the youth who were not matched with a mentor. This in turn was related to a variety of other beneficial outcomes, including handling conflict better and fewer self-reported instances of arrests. To read more.. Findings from an Independent Evaluation of a Major After-School Initiative This report from Public/Private Ventures presents findings from independent research on CORAL, Communities Organizing Resources to Advance Learning, an eight-year, $58 million effort to improve the educational performance of low-achieving students in five California cities. The report demonstrates the relationship between high-quality literacy programming and academic gains. In addition it informs the after-school field of the potential role of quality programs in the ongoing drive to improve academic achievement. Findings include: children enrolled in the CORAL programs had high levels of participation and a strong sense of engagement; and higher levels of engagement in CORAL were related to positive changes in children’s attitudes toward reading as well as attitudes and behaviors in school.
