The Congressional Budget Office Releases it’s Long-term Budget Outlook Report This Congressional Budget Office (CBO) report continues CBO’s examination of the pressures facing the federal budget over the coming decades. Under current policies, rapidly rising health care costs and an aging population will sharply increase federal spending for Medicare, Medicaid, and Social Security. This report presents the agency’s projections of federal spending and revenues over the next 75 years. Download here Federal Appropriations Affects on Human Services Sector Mixed. For information on how various human service programs fared in the just-approved Federal budget download the following… Fiscal Year 2008 Appropriations Table The Omnibus FY 2008 Appropriations Measure fact sheet Response to House Vote on Omnibus Spending Bill - Statement by American Heart Association Afterschool programming - Federal appropriations and Statement by Afterschool Alliance National Youth Employment Coalition - Budget & Appropriations Side-by-Side States Face Total Budget Shortfall of At Least $23 Billion in 2009 Thirteen states, including several of the nation’s largest, face a combined budget shortfall of at least $23 billion for fiscal 2009. Another 11 states expect budget problems next year or the year after. The initial reports for 2009, which runs from June 2008 to June 2009 for most states, suggest states are returning to a time of budget deficits. Property tax revenues have also been affected, and local governments will be looking to states to help address the squeeze on local and education budgets. (Center on Budget and Policy Priorities). Click here Reactions to New Long-Term Budget Forecast Robert Greenstein, Executive Director of the Center on Budget and Policy Priorities, released a statement stating that the new Congressional Budget Office (CBO) report shows that rising health care costs are the largest driver of the nation’s long-term budget problems. CBO explains that we probably will not be able to secure the needed reductions in projected Medicare and Medicaid costs without causing serious harm to low-income and elderly patients unless we can slow cost growth throughout the entire U.S. health care system. And while this is the nation’s most important fiscal challenge, there is currently no consensus among health care experts about how to accomplish it; achieving such a consensus and fully implementing the appropriate policies could take years or decades (Center on Budget and Policy Priorities). Home Visiting: Strengthening Families by Promoting Parenting Success This new practice/policy brief from the Family Strengthening Policy Center reports that home visiting can have positive effects for some families facing parenting and child-rearing challenges. Home visiting is an early childhood intervention that enhances parenting, links at-risk families to community resources, and helps prepare young children for kindergarten. To enable home visiting programs to consistently deliver services with the highest quality, governments, the research community, and other community sectors must increase their support. Grant Distinguished Fellows Program — Deadline: January 10, 2008. An RFP has been announced for a Distinguished Fellows Program for mid-career influential researchers, policymakers, and practitioners interested in increasing the supply of, demand for, and use of high-quality research in the service of improved youth outcomes. CATCH Implementation Funds - Deadline: January 31, 2008. The American Academy of Pediatrics (AAP) is accepting applications for its Community Access to Child Health (CATCH) Implementation Funds program. The purpose of the program is to support the initial or pilot stage of development or implementation of a community-based child health initiative. The National Industries for the Blind (NIB) is offering a fantastic opportunity to work at NIB and NIB’s associated agencies as well as attend business classes, such as finance, human resources, marketing, business management and operations. By providing a salaried job, formal and informal training, mentoring and orientation sessions, the NIB Fellowship graduates will be equipped to grow into upper-level management positions throughout the course of their careers. Applications for the NIB Fellowship will be accepted between now and February 15, 2008. For more info… www.nib.org USDA Food Stamp Outreach Grants - Deadline: February 19, 2008. At least $1 million in grants are available for the public and private nonprofit community and faith-based organizations to improve awareness of USDA's Food Stamp Program for low-income households. Specifically, these grants will target the two most significantly underserved populations in the Food Stamp Program, seniors and Hispanics. State and local food stamp offices and for-profit organizations are not eligible for these grants. Applicants will be eligible to receive up to $75,000 per grant. Literacy, Youth Leadership and Volunteerism Grants – Deadline: Rolling. The Comcast Foundation supports organizations that make communities stronger through literacy, youth leadership development and community service programs. Award amounts range from $1,000 to $570,000. Eligible applicants include nonprofit organizations with 501(c)(3) status that operate within a Comcast service area. The Purpose Prize provides five awards of $100,000 and ten awards of $10,000 to people over 60 who are taking on society's biggest challenges. Winners are innovators from the government, non-profit and private sectors who each have the determination to make lasting change. Nominations close March 1, 2008.
