ASSEMBLY FEATURES House Passes Federal Youth Coordination Act On November 15, the U.S. House of Representatives passed the Federal Youth Coordination Act by a vote of 353-62. Representative Tom Osborne (R-NE), the bill's sponsor, thanked the National Collaboration for Youth and its member organizations for their grassroots support, which helped propel the legislation. The Act establishes a Federal Youth Development Council that will improve communication among federal agencies serving youth, assess youths' needs, set goals for helping them, and expand effective programs. Federal Government Should Invest in People First An Editorial by National Assembly President Irv Katz Just as parents view expenditures for their children's education and their purchase of a home as investments in the future, the federal government, as agent of the caring American people, needs to recognize its sustained responsibility to invest in people who do not have the choice to invest in education or buy a house, let alone feed their family or pay the rent. The programs on the federal chopping block are those that help keep people on an even keel and allow them and their families the opportunity to move forward. To read the full editorial, click here. National Assembly Welcomes Two New Members The National Assembly recently welcomed two new members: Afterschool Alliance and National Foundation for Teaching Entrepreneurship (NFTE). These two organizations join the diverse group of existing members. Both also joined the National Collaboration for Youth, an affinity group of the National Assembly. The Afterschool Alliance is dedicated to raising awareness of the importance of afterschool programs and advocating for quality, affordable programs for all children. NFTE helps young people from low-income communities improve their business, academic and life skills through entrepreneurship education. For the first time, young victims will be able to receive help through the medium they say they prefer: the web. Outreach to community organizations is an integral part of RAINN¹s efforts to generate awareness of the Online Hotline. New Data on Children's Health and Childhood Poverty The National Data Analysis System has posted new data on child well-being, including the most recent children's health data and an issue brief on childhood poverty. The updated children's health information contains data from the Centers for Disease Control and Prevention and the Centers for Medicare and Medicaid Services. Updates include information on the 2003 teen birth rate, 2004 vaccination coverage, and 2003 and 2004 SCHIP Enrollment. For more information, click here. [Source: Child Welfare League of America] The Alliance for Healthy Homes recently published a Guide for organizations and agencies that are working with people affected by recent hurricanes—including community development corporations, tenant groups, and other advocates for decent and affordable housing; environmental organizations and environmental justice advocates; public interest lawyers; health advocates; health care and social services providers; other helping organizations; and civic watchdog groups—as well as for policy makers trying to ensure that recovery benefits everyone, not just a privileged few. News from the Next Generation Youth Work Coalition The Next Generation Youth Work Coalition is an outgrowth of a national Wingspread meeting last fall focused on workforce issues in the youth development and out-of-school time fields. A part of this work, funded by Cornerstones for Kids,and led by the National Collaboration for Youth, is gathering and sharing the promising practices in the Recruitment and Retention of Frontline Youth Workers. The Forum for Youth Investment is looking for program or organization-level information about youth worker demographics, compensation, entry into the field, retention/turnover rates, etc., in the form of raw data or reports. Another Cornerstone for Kids-funded project is being led by the National Institute on Out-of-School Time, which is collecting information on existing credentials in youth development or out-of-school time with ties to higher education. Gleaning lessons, candid opinions and implications from those who have administered and earned a credential will contribute to what has been largely absent or fragmented data about the impact of credentialing on the workforce. Please send materials or inquiries to egannett@wellesley.edu House Passes Budget Bill Cutting Anti-Poverty Programs; Rejects Spending Bill with More Cuts On November 18, the House of Representatives passed a five-year budget measure by a vote of 217-215 that would cut about 220,000 people off food stamps, allow states to impose new costs on Medicaid beneficiaries and scale back coverage, increase student loan interest rates and fees paid by borrowers, and cut aid to state child-support enforcement programs. Hours earlier, the House rejected by a vote of 224-209 a House-Senate compromise spending bill that would provide less funding for education, health and human service, and job training programs. Bill Introduced to Extend Background Checks Pilot Program Senators Joseph Biden (D-DE) and Orrin Hatch (R-UT) on November 4 introduced S. 1961 to extend and support the SafetyNET background checks pilot program. Through SafetyNET, MENTOR makes nationwide FBI fingerprint searches accessible to youth-serving organizations at a reasonable price and with a quick turnaround time. The bill will extend the pilot until June 2008 and expand eligibility to additional kinds of youth-serving organizations. For more information, click here. (Source: MENTOR) Mental Health Parity Legislation Gains Majority Support in House For the third consecutive year, a majority of House members are cosponsoring the Senator Paul Wellstone Mental Health Equitable Treatment Act, which would end insurance discrimination against individuals with mental illness by ensuring health plans cover mental health treatments and services as they do other medical care. The Coalition for Fairness in Mental Illness Coverage, of which the National Mental Health Association is a partner, urges House leadership to bring this important legislation to a vote. (Source: National Mental Health Association) Senate Finance Committee Approves Charitable Incentives and Reforms The Senate Finance Committee on November 15 approved a tax bill that contains several charitable giving incentives as well as a number of significant charitable reforms. Among the charitable giving incentives are a provision to allow charitable deductions for donors who do not itemize, and an IRA rollover provision that would allow tax-free distributions from IRAs directly to charitable organizations. The charitable reform provisions include penalties for involvement in tax shelter transactions, increased penalties for self-dealing and excess benefit transactions, and a number of far-reaching reforms for donor advised funds and supporting organizations. Nonprofits No Longer Have to Check Watch Lists to Participate in CFC The federal Office of Personnel Management withdrew a regulation that required nonprofits participating in the Combined Federal Campaign (CFC), the federal government's workplace charitable giving program, to screen employees and donation recipients for possible terrorist ties. The new final rule, which applies to 2006 CFC applicants, instead requires participating charities to certify that they are in compliance with existing anti-terrorist financing laws. Thirteen organizations sued the Office of Personnel Management to drop the requirement. For more information, click here. (Source: OMB Watch)
New Reports on Rebuilding New Orleans and Addressing Concentrated Poverty Two new reports from the Brookings Metropolitan Policy Program offer ways in which the federal government can best invest in the recovery of the New Orleans region and also address the concentrated poverty found all too often in other cities around the country. The reports offer a federal agenda for rebuilding the region and recommend that federal leaders embrace an array of existing policy tools to restore economic choice and opportunities for families living in neighborhoods of concentrated poverty. Older Volunteers Enrich America Awards Sponsored by the MetLife Foundation and administered by the National Association of Area Agencies on Aging (n4a), this program, now in its fourth year, honors and builds awareness of the outstanding contributions of older volunteers (ages 50 and older) and encourages other older adults to contribute their skills and time to enrich society through volunteerism. Seeking Applications for Progressive Leadership and Advocacy Network (PLAN) Request for Proposals: Research on Civic Education for High School Age Youth The Center for Information and Research on Civic Learning and Engagement (CIRCLE) is seeking research that will help educators and policymakers to improve civic outcomes for US students of high-school age (roughly 14-18). CIRCLE is interested in research on interventions and reforms that may enhance civic outcomes, including after-school or community-based programs, insofar as these have the potential to reach large numbers of adolescents or to change mainstream education. Deadline for letters of inquiry is December 15, 2005. Youth Leaders for Literacy Program to Award Grants for Student-Led Projects Grant applications should highlight youth leadership in developing and implementing a literacy project to begin on NEA's Read Across America Day, March 2, 2006, and that concludes during Youth Service America's National Youth Service Day, April 21-23. Deadline: November 21, 2005 United States Golf Association Offers Fellowship in Leadership and Service The fellowship, a two-year, post-graduate professional commitment, is aimed at developing recent college graduates’ professional skills (e.g., leadership and organizational efficiency), educating them in the role of philanthropy and the nonprofit sector, and offering them experience in the golf world, specifically, with the USGA, the governing body of golf.
