Human Service NewsbytesNovember 10, 2006 Human Service Newsbytes is the biweekly E-newsletter of the National Human Services Assembly that contains information for and about the nonprofit health and human services sector. An Editorial by Assembly President and CEO Irv Katz Authenticity, humility, empathy, trust—not words one typically finds in lists of the characteristics and challenges of effective leaders, are they? Well, they were among the concepts discussed at the National Assembly’s recent Executive Leadership Institute (ELI) and they resonated with most of the participants. It seems as though we often come at the subject of leadership in terms of effective practices (e.g., time management, priority setting) and skills (e.g., decision making, communications, budgeting, planning). The Leader of the Future 2, just published by the Leader to Leader Institute (Frances Hesselbein and Marshall Goldsmith, editors), includes essays by authors who speak of leadership from a number of vantage points—qualities and behaviors as well practices and skills. Research on Nonprofits' Role in Rebuilding New Orleans The Urban Institute has created a research bibliography on nonprofits and the renaissance of New Orleans to help nonprofit and community leaders looking for ways to rebuild the devastated region. The bibliography focuses on six issues: housing, children and families, arts and culture, disaster preparedness, community health, and poverty reduction and asset development. Youth Voter Turnout Sharply Up in 2006 Midterm Elections The Center for Information and Research on Civic Learning and Engagement (CIRCLE) estimates that at least ten million young Americans under the age of 30 voted in Tuesday's midterm elections, an increase of at least two million votes compared to 2002. Estimates are based on exit polls and early published tallies of votes. For more information, click here. Nonprofits' Decade of Growth Outpaces Economy While the nation's gross domestic product grew by an inflation-adjusted 36.6 percent from 1994 to 2004, the nonprofit sector's revenues increased 61.5 percent, according to a new compendium of nonprofit facts from the Urban Institute's National Center for Charitable Statistics. IRS Posts New Charitable Mileage Rate for 2007 The Internal Revenue Service has announced a new rate of 14 cents per mile for automobiles operating in service to charitable organizations. The new rate will go into effect January 1, 2007, and applies to automobiles, including vans, pickups, or trucks. (Source: IRS Newswire) New Publication on Volunteerism in Health Care The current issue of The International Journal of Volunteer Administration (IJOVA) focuses on "Volunteerism in Health Care". IJOVA is a peer-reviewed, professional publication of The Department of 4-H Youth Development and Family and Consumer Science at North Carolina State University. The Lame Duck Session While many people have jumped ahead to what will happen at the start of the 110th Congress, the week of November 13 marks the start of a lame duck session of Congress, with several essential items to be tackled. Since October 1, the start of the 2007 fiscal year, the government has been operating on provisional funding based on 2006 figures. The current continuing resolution that provides for this funding expires on November 17, and there remains 11 appropriations bills to complete by that time. Many inside the beltway speculate that the lame ducks will prefer to pass another short-term continuing resolution and allow the new Congress to finish up the hard work of passing appropriations bills when they take office in January. This is very much a “wait and see” situation. In follow-up to the White House Conference on School Safety, the Department of Education’s Office of Safe and Drug-Free Schools will host a Web cast on November 15 from 1-2 p.m. ET to review emergency planning and share ways schools can help mitigate, prevent, prepare for, respond to, and recover from a crisis. Details on the Web cast, including registration and how to submit questions, will be posted at http://www.ed.gov/emergencyplan/. IRS Announces New Procedures In Light of Charitable Reforms The IRS has provided new guidance related to charitable reform provisions contained in the Pension Protection Act of 2006 (PL 109-280). In the announcement, the IRS explains how a 501(c)(3) tax-exempt organization classified as a supporting organization can seek to change its classification. In the guidance, the IRS said it anticipates that some supporting organizations (classified as 509(a)(3)) will be interested in changing their tax-exempt classification to either 509(a)(1) or 509(a)(2) as a result of new provisions in the law that impact tax-free donations from Individual Retirement Accounts that exclude distributions to supporting organizations, and also restrict distributions from private foundations to certain supporting organizations.
