The White House Conference:  The Challenge for Youth-Serving Agencies

An Editorial by President and CEO Irv Katz

On October 27, Laura Bush convened the White House Conference on Helping America’s Youth at Howard University in Washington, DC. In his editorial Katz suggests that rather than create a new set of Helping America’s Youth coalitions, let’s encourage communities to support the Communities of Promise, Healthy Communities-Healthy Youth, Communities that Care, and other coalitions for youth that exist in thousands of communities. Re-establishing Normalcy: Helping Families Address the Long-Range Effects of Disaster Through Case Management - a Brief Presented by the National Assembly

The importance of inter-agency case management has emerged as government and nonprofit agencies strive to help individuals and families cope with the effects of recent disasters.  A group of members suggested that the Assembly put together a brief on what comprises good case management.  Essentially, the concern was and is that case management become an asset for families not a liability, such as another layer of bureaucracy.  Also, that government decision makers recognize and build upon the case management expertise that already exists. This brief is released with thanks to colleagues from The Salvation Army, Lutheran Services in America, American Red Cross and the National Urban League, who either had input to or reviewed drafts.

National Assembly Thanks Outgoing Peer Network Leaders
The National Assembly would like to thank these outgoing peer network chairs for their outstanding leadership over the past years; Judith Pickens of Boys and Girls Clubs of America recently stepped down after 6 years as the chair of the National Collaboration for Youth (NCY) Program Group. Tim Briceland-Betts of Child Welfare League of America has also recently stepped down as chair of the NCY Washington Group after serving for 4 years and Bill Bentley of Points of Light Foundation has stepped down after his chairmanship of the National Assembly COO Group for 3 years. Their outstanding leadership has helped build and sustain these peer networks. They will be missed.

Attention Hollywood, Dreamer: Inspired by a True Story hits Number 2 in Box Office Sales

DreamWorks Pictures' Dreamer: Inspired by a True Story, which is also the current movie project of F.I.L.M. (Finding Inspiration in Literature and Movies), reached number two in sales at the box office on its opening weekend. One of the F.I.L.M. project objectives is to influence Hollywood to make more positive movies and when one of the F.I.L.M. truly moving pictures does well it sends the message to Hollywood that America's youth are making the choice to watch better movies! F.I.L.M. is an initiative of the National Collaboration for Youth in partnership with Heartland Film Festival's Truly Moving Pictures. Aggression Among American Female Youth on the Rise

Gazette.net recently published an article on the rise in violence and aggression among female youth. This article entitled "Not Sugar and Spice Anymore" refers toGirls Incorporated data that shows that in 2003, 5 percent of girls reported missing at least one day of school during a 30-day period due to safety concerns and 8 percent reported being in a physical fight at least once during the previous 12 months as well as many other statistics. Donors Passionate About Charities but Wary of Slick Marketing

A recent report from Public Agenda entitled The Charitable Impulse finds that American donors are passionate and positive about the charities and nonprofits they support. But at the same time, according to focus groups, there are strong and spontaneous negative reactions when nonprofits adopt big-business type marketing and sales techniques. Typical giving tends to be based on personal experience and emotional connections. But givers also have a long memory for scandal and waste. And the current Congressional debate over accounting changes and increased regulation and reporting for nonprofits scarcely registers at all with this group. Verizon Foundation Funds New Website to Unite the Generations

Generations United recently announced the launch of a new web based application, the GU i-PATH (Intergenerational Programs, Actions, Technologies, and How-to) at www.gu.org. Thanks to generous funding from the Verizon Foundation, the GU i-PATH will serve as a catalyst to strengthen and expand the collaboration of national and local organizations that address issues affecting the generations that are often cast aside -- the oldest and the youngest. A Guide to Online Resources on Family Involvement

This free guide, published by the Harvard Family Research Project, contains information about what national organizations are currently doing in family involvement and home-school partnerships. It contains Web links to research, information, programs, and tools about parenting practices to support children’s learning and development, home-school relationships, parent leadership development, and collective engagement for school improvement and reform. The resource guide can be used to find out what’s new in the field, locate national organizations that support family involvement, and inspire new ideas. For more information, click here.

According to a new survey from the Columbus Foundation, community foundations comprise one of the fastest-growing sectors of philanthropy in the United States, and are an increasingly popular vehicle for giving among locally focused donors. Virtual Network for Afterschool Providers

The Academy for Educational Development's Center for Youth Development and Policy Research has created a virtual clearinghouse for afterschool providers to post activities, share curriculum ideas and promising practices, and join an online listserv of more than 1,600 others in the field. Providers can also search for online resources and funding information through the site. Each month features a different "best practice" for afterschool. Report Series on How the House Budget Bills Affect Low Income Programs

The Center on Budget and Policy Priorities has released a series of reports on proposals in the House of Representatives that would reduce spending on a wide range of mandatory (or “entitlement”) programs.  The reports focus on proposed cuts in the food stamp program, child support enforcement, child care, foster care and Medicaid.  For more information, click here

Report on Key Issues for Children and Families in House Committee Medicaid Proposal

The House Energy and Commerce Committee on October 27 adopted a proposal to reduce federal Medicaid spending.  According to the Georgetown Center for Children and Families, the proposal revokes many of the federal standards that have long served to assure that children, in particular, do not face financial barriers to care in Medicaid; it allows states to levy higher charges for most services for adults living below the poverty line; and it eliminates nearly all of the federal standards governing the affordability of coverage for other adults, including those with disabilities and chronic medical conditions.  For more information, click here.

Senate Passes Labor-HHS-Education Appropriations Bill

The Senate on October 27 passed the FY 2006 appropriations bill for the Departments of Labor, Health and Human Services and Education.  The Senate approved amendments to increase funding for school dropout prevention and the Federal TRIO programs for students from disadvantaged backgrounds, but rejected amendments to increase appropriations for afterschool programs, Head Start, and low-income home heating assistance.  (Source: U.S. Conference of Mayors)  

House Passes Bill Restricting Nonprofit Advocacy

On October 26, the House of Representatives passed the Federal Housing Finance Reform Act, which includes a provision that would restrict the speech and association of nonprofits seeking grants under a new affordable housing fund.  The provision disqualifies nonprofits from receiving money if they have engaged in voter registration and other nonpartisan voter participation activities or lobbying for certain groups within 12 months of applying for the money.  The bill also restricts any group that affiliates with an organization that engages in such activities from applying for funds under the affordable housing fund.  For more information, click here.  (Source: OMB Watch)

United Way of America Analyzes Charitable Giving Legislation

Legislation introduced in Congress would provide several billion dollars in new tax incentives for charitable contributions, rework existing federal law governing charities, and provide increased funding for Individual Development Accounts (IDAs), the Compassion Capital Fund, and the Social Services Block Grant.  Similar legislation was passed overwhelmingly in the 108th Congress.  United Way of America, which strongly endorses the Senate bill and supports the House bill with amendments, has prepared a summary and analysis of the legislation.  For more information, click here.

Senator Grassley Outlines Plans for Charity Reform

Senate Finance Committee Chair Chuck Grassley (R-IA), in remarks at the Independent Sector annual conference on October 24, outlined his plan to introduce the first phase of charity reforms this fall, with a focus on better transparency and improving board governance, particularly

on self-dealing and high salaries.  Senator Grassley also anticipates over a billion dollars in new charitable giving this year as a result of tax incentives in the Katrina relief bill recently signed into law.  For more information, click here.

MTV and Youth Venture Offer Young People Grants for Programs to Aid Hurricane Victims
Up to $1,000 will be provided to support young people who want to launch a venture, an organization, club, or business, that will aid those affected by Hurricane Katrina. Deadline is rolling until March 17, 2006.

Nickelodeon Announces Giveaway Program to Encourage Healthy Play

From September 2005 to June 2006, a minimum of 20 winning teams (children and adults) per month will receive $5,000 to help facilitate play and active lifestyles in their communities. Deadline is rolling, until May 31, 2006.

Women & Philanthropy Invites Nominations for Tenth Anniversary LEAD Award

Individuals currently working at public, private, corporate, operating, family, or community foundations are eligible for $10,000 in recognition of creative programs or practices that promote equity and diversity for women and girls. Deadline is December 5, 2005.

Applications Invited for Relatives as Parents Program Local and State Seed Grant Initiatives

The program awards seed grants of $10,000 over a two-year period for local agencies and state public agencies to enable services for grandparents and other relatives who have taken on the responsibility of surrogate parenting. Deadline is January 12, 2006.

Cingular Wireless Charitable Contributions Support for Community Programs

Cingular Wireless primarily supports community-based programs and organizations that address educational, cultural, and social issues that affect the quality of life in the communities where the company has a presence. Select national organizations are also supported. The company's areas of focus include assisting victims of domestic abuse and helping in times of disaster. Proposals should be project-specific rather than requests to underwrite operating, capital, or endowment budgets. Applications are accepted throughout the year.
