Girls Inc. Tests Safe Online Community

A new website exclusively for girls promises to offer a safe, closed online community where they can create their own unique homepages and log onto the site to connect with other members through discussion and mentor boards. Girls Inc. Online is being piloted for nine months with funding from the AT&T Foundation. Girl Inc. stresses it is a closed community and that people surfing the web will not be able to access the site. After a member completes an application, a third party confirms her identity. Learning to Finish Campaign Launched

Dropping out of high school is motivated by a variety of factors and many of them have little to do with school or homework. The only way at-risk youth will remain in school and earn their diploma is if their communities make a concerted effort to help them. Learning to Finish is a new campaign launched by the Pew Partnership for Civic Change that seeks to address the dropout problem in communities ready to meet this challenge as a community-wide concern. Federal Youth Coordination Act and Older Americans Act Update

GAO Recommends Demonstration Projects to Study Human Service Program Costs

The GAO reviewed seven human service programs in five states:  Adoption Assistance, Child Care and Development Fund (CCDF), Child Support Enforcement, food stamps, Foster Care, Temporary Assistance for Needy Families (TANF), and Unemployment Insurance in order to examine how administrative costs compare among programs, and how it can assist states to balance cost savings with program effectiveness and integrity.  The report concludes that Congressional authorization of demonstration projects could identify ways to simplify policies and facilitate technology enhancements to reduce administrative costs, especially regarding simplification of eligibility determination and other processes for federal human service programs. Ready for Work Action Brief

GAO Comptroller General Comments on Role of Non-Profit Sector

David Walker, Comptroller General of the Government Accountability Office, spoke on the role of the non-profit sector in influencing the role of the federal government.  His speech, presented at the Independent Sector's conference on October 23, 2006, suggested that non-profit leaders establish an independently-financed commission to provide reform recommendations to Congress and the executive branch.
