Survey Finds Afterschool Programs are Struggling for Funds

A new report released by the Afterschool Alliance entitled Uncertain Times: Funding Insecurity Puts Afterschool Programs at Risk finds that afterschool programs are serving a high need population, serving more children than expected, and struggling to maintain their funding. Brief Outlines Contraceptive Use Among U.S. Teens

Child Trends recently released a research brief entitled Trends and Recent Estimates: Contraceptive Use Among U.S. Teens that examines trends in contraceptive use among teens in the U.S. The brief explains that more teen females are using condoms the first time they have sex than in the past. But Hispanic teens reported the lowest levels of all racial and ethnic groups to use any contraceptive method the first time they have sex. 1-800-Volunteer.org Tops Century Mark

More than a hundred Volunteer Centers across the nation are now using 1-800-Volunteer.org, a bilingual volunteering portal where volunteers can find volunteer opportunities in their community and can register to use their skills to assist in disaster recovery efforts or to address year-round community based needs.  For more information, click here. The Supergirl Dilemma: Girls Grapple with the Mounting Pressure of Expectations
Building on the Girls Inc. Taking the Lead study published in 2000, The Supergirl Dilemma is a nationwide survey, commissioned by Girls Inc. and conducted Harris Interactive, that provides important insights into girls' lives today. Girls spoke out about the mounting expectations they face from family, peers, and educators as they struggle to decode confusing messages from the media and reject traditional gender stereotypes. White House Convenes Conference on School Safety

On Tuesday, October 10, the White House and the Departments of Justice and Education held a conference on school safety.  The event, hosted by 4-H at its National Conference Center, presented three panels plus a closing discussion.  The first panel focused on prevention, the second on preparation, and the third on recovery from an incident.

While none of the speakers represented community organizations, it is clear that they play a role and also need to be prepared, just as schools do.  The president emphasized that states, local municipalities, and school districts are responsible for school safety, with the federal government role as information broker.  No new policy recommendations were released as part of the conference, although Education Secretary Spellings mentioned the work of the Commission on Safe and Drug Free Schools.  For details on speakers, resources, and a partial transcript, see the links below:

Violent Crime in Schools Decreases

Despite the media portrayal of schools as unsafe places, a joint report by the Bureau of Justice Statistics and National Center for Education Statistics states that students are twice as likely to be victims of serious violence away from schools. This annual report examines crime occurring in school as well as on the way to and from school and informs the nation on the nature of crime in schools.  A key report finding states that the violent crime victimization rate at school declined from 1992 to 2003. Even so, violence, theft, bullying, drugs, and weapons are still widespread.  To read the full report, click here

Ready for College Action Brief

The Forum for Youth Investment presents a new series of briefs for advocates, with information and strategies to help states ensure young people are Ready by 21: Ready for college, work and life.  The first in the series, Ready for College summarizes research; shares promising policy approaches; points to the leading sources for up to date policy information; and profiles the work of leading advocates from states across the country, all working to improve the college readiness of youth.  Read the brief by clicking here (PDF)

Federal Youth Coordination Act Passes Congress

As reported last week, Congress passed the Federal Youth Coordination Act in the early hours of September 30, renaming it the Tom Osborne Federal Youth Coordination Act, after its congressional champion.  It has been sent to the president and awaits his signature.  For more information on FYCA, visit www.youthcoordinationact.org.  If you haven’t already, please take a moment and thank your elected official for passing the bill, and request their continued leadership on youth issues.  CLICK HERE

Youth Service America recently announced the invitation of nominations for the prestigious 2007 Harris Wofford Awards, sponsored by State Farm Companies Foundation. The Awards recognize extraordinary achievements in three categories:Youth, Organizations and Media. For more information, click here.

Youth Leaders for Literacy to Awards Grants for Student-Led Projects
Twenty grants of $500 are available to youth aged 21 or younger, as individuals or groups, for reading-related service projects.Deadline: November 24, 2006

J. Jill Compassion Fund to Support Programs for Poor and Homeless Women
Grants will be awarded to community-based organizations in Michigan, Oregon, Washington, Maryland, Pennsylvania, or Wisconsin serving poor and homeless women to support, enhance, or expand existing programs. Deadline: December 1, 2006

Opportunities to Improve Family-Based Child Care
Better supports for family and other home-based child care providers are needed to improve early childhood development opportunities for low-income children, according to the Annie E. F.I.L.M. - Finding Inspiration in Literature and Movies

Flicka Program Now Available
The most recent F.I.L.M. program is based upon the upcoming 20th Century Fox movie Flicka and the beloved children’s novel My Friend Flicka by Mary O’Hara.  The movie opens in theaters nationwide on Friday October 20th.  Youth leaders, facilitators and parents are encouraged to take children to see the film on its opening weekend.  Opening weekend box office standings determine the "success" of a movie - if Flicka does well, it sends Hollywood a message that more movies with positive messages are wanted by the public. Now available for free download on the F.I.L.M. website is the accompanying activity guide, entitled Flicka: Set Your Dreams Free.  Geared for youth ages 9 – 14, this activity guide includes individual, partner and group activities based upon positive themes such as pathways to responsibility and choice, overcoming fear of failure, the pros and cons of confiding in others, and species preservation.
