Scheduled House Vote May Override Presidential Veto of Children's Health Bill: During the week of October 15, the U.S. House of Representatives is scheduled to consider overriding a children's health bill, that would reauthorize the popular State Children's Health Insurance Program (SCHIP) that has been vetoed by the President. States Sue Over Federal SCHIP Regulations: Several states (IL, NY, NJ, MD, and WA) have sued the Bush Administration over new policies governing SCHIP. The suits follow broad opposition from state public health experts and Congressional Democrats and Republicans who urged the Administration to abandon the new policies. (OMB Watch). Read more...

SCHIP Trumps Tax Deduction Alternative: Families earning between 150-300 percent of the federal poverty level would face a heavier financial burden under the Administration's tax-deduction proposal than under SCHIP, and that the potential to decrease the number of uninsured children would be substantially greater under SCHIP expansion than under proposed tax deductions, according to new research. (Urban Institute).

Public Health Insurance More Affordable for Low-Income Families: A new study asserts that families' spending burden is lower under public insurance than under employer-sponsored insurance, especially for the lowest-income families. (Urban Institute). Read more...

Lobbying Reform Law to Affect Nonprofit Lobbying Practices: The new "Honest Leadership and Open Government Act of 2007" makes changes that will have a significant impact on every entity registered under the Lobbying Disclosure Act. Among changes, federal lobbyists will be required to file quarterly electronic reports, as well as disclosures of their political contributions. (Independent Sector). Read more...

Job Training Programs Face Rescissions: After six years of cuts to the Workforce Investment Act, a House bill (H.R. 3043), proposes to "rescind" an additional $335 million of unspent, yet obligated, funds from job training programs. (National Youth Employment Coalition). Read more...

Alternative Gangs Bill to be Introduced: Rep. Bobby Scott (D-VA) is expected to champion legislation, the "Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education (PROMISE) Act" to provide a positive legislative alternative to a Senate-passed gangs bill that many juvenile justice advocates consider to be punitive. African Americans Disproportionately Represented Among Crime Victims: African Americans accounted for 13 percent of the U.S. population in 2005, but were the victims of about 15 percent of all of the nonfatal violent crime and about 49 percent of all homicides. Grants, Notices & Awards (listed in chronological order by deadline)

State Farm Good Neighbor Service-Learning GrantsDeadline: October 16, 2007. Grants up to $1,000 are available to support youth (ages 5-25), teachers, or school-based service-learning coordinators in implementing service-learning projects for Global Youth Service Day 2008.  (Youth Service America).

Call for Workshop Proposals Deadline: October 20, 2007. Proposals are being solicited for workshops featuring expertise, promising and evidence-based best practices, resources, and tools on a myriad of interdisciplinary topics. (National Assembly on School-Based Health Care).

Youth Leaders for Literacy Deadline: October 26, 2007. Twenty (20) grants of $500 each are available to youth-led literacy projects that begin March 3 and end on April 27, 2008. (National Education Association).

The Prudential Spirit of Community Awards Deadline: October 31, 2007. Awards of up to $5,000 are to be given to honor young people in grades 5 through 12 who have demonstrated exemplary voluntary service to their communities. (Prudential).

Seed Grants for Intergenerational Photography Contest Deadline: November 1, 2007. Seed grants of up to $2000 are available to five organizations for Generations United's Intergenerational Photography Contest. (Generations United in partnership with the MetLife Foundation).

America's Promise The 100 Best Communities for Young People Competition Deadline: November 2, 2007. An annual competition that recognizes outstanding community-wide efforts that improve the well-being of youth. Winning communities gain national recognition, media exposure, and eligibility for $300,000 in grant funds. (America's Promise).

Scholarship Program to Develop Nonprofit Social Sector Leaders Deadline: November 15, 2007. Fellowships are available to 75 nonprofit employees to take advantage of a free seminar, a membership with the Leader to Leader Institute, and member benefits of the AMA. (The American Management Association).

Young Scholars Program Deadline: November 16, 2007. A Young Scholars Program is being sponsored to support junior and senior undergraduate students from underrepresented ethnic minority groups from North America to pursue graduate work and careers in adolescent development. (Society for Research on Adolescence).

Grants for Research on Education and/or Welfare of Children Deadline: November 16, 2007. Proposals are being solicited for original research and writing on policies concerning the education and/or welfare of children in the United States. Two fellowships of $5,000 will be awarded. (The National Parent Teacher Association).

AARP's U@50 Contest Deadline: November 30, 2007. A total of $10,000 in prize money is offered to people, 18 and over, who submit an original 1- to 2-minute video on where they expect to be by the time they turn 50. (AARP).

National Schools of Character Awards Program Deadline: December 3, 2007. $20,000 is being offered to model school districts to help share their practices with other educators. (Character Education Partnership).

William T. Grant Distinguished Fellows Program Deadline: January 10, 2008. An RFP has been announced for a Distinguished Fellows Program for mid-career influential researchers, policymakers, and practitioners interested in increasing the supply of, demand for, and use of high-quality research in the service of improved youth outcomes. (The William T. Grant Foundation).
