New Website for F.I.L.M. Project

National Collaboration for Youth (NCY) and Heartland Film Festival's Truly Moving Pictures have teamed together in a collaborative new project called F.I.L.M, an acronym for “Finding Inspiration in Literature and Movies.” The literacy and film program encourages youth associated with NCY organizations around the country to screen the program’s featured films, read the books/scripts associated with the film, utilize the activity guides, and participate in related service projects. By participating in F.I.L.M, youth will gain an appreciation for literature and film and will be inspired to realize their full capabilities.  All children can be affected by the positive messages exuded by the films, literature, and activities. Assembly Members Call for Increased Federal Disaster Assistance for Nonprofits

Twenty-nine (29) National Assembly members co-signed a letter urging the U.S. Small Business Administration (SBA) to allow nonprofit organizations to apply for economic injury disaster loans.  The SBA can make federally subsidized physical disaster loans to nonprofit organizations to repair or replace damaged property not covered by insurance, but nonprofit organizations are NOT eligible for economic injury disaster loans from SBA that help with operations costs.  Society expects nonprofit human service organizations to step up during times of crisis, but disasters like Hurricane Katrina severely affect their ability to serve.  It is critical that they are given the tools to get back on their feet.  To read the letter, click here .

America's Promise Announces 100 Best Communities for Young People

At such a tough time for so many in our country who are focused on the relief and recovery from Katrina’s impact, the America’s Promise - The Alliance fpr Youth, member of the National Assembly, recently brought good news to 100 cities, towns and counties. Several Alliance partners, such as the YMCA of the USA, United Way of America, Big Brother Big Sisters of America, Boys and Girls Clubs of America and Points of Light Foundation, all Assembly members, were involved in the selection process on a local level. On October 3, Newsweek magazine printed an article about America's Promise Alliance's president and CEO, Marguerite Sallee which details her accomplishments along with those of her organizations, including the 100 Best Communities for Young People. Grandfamilies Affected by Hurricane Katrina

Generations United (GU) recently announced a fundraising effort to assist grandfamilies in re-building their lives following the destruction caused by Hurricane Katrina. Grandfamilies are households in that grandparents or other relatives are a child’s primary caregiver. GU is concerned grandfamilies will be lost in the aftermath of the hurricane. Working with partners in Mississippi and Louisiana, GU is accepting funds to directly provide supports and services to grandfamilies in need. In particular, GU is focusing its relief efforts on assisting grandfamilies in finding shelter. For more information, click here.

First Lady Laura Bush Visist National Center for Missing and Exploited Children

On September 16, 2005 First Lady Laura Bush visited the National Center for Missing and Exploited Children (NCMEC,) a National Assembly member organization. In her remarks, she highlights the importance of NCMEC in the search for children everyday, but also in times of disaster, such as Hurricae Katrina. New Report Documents Growth and Power of Giving in Rural America

A new report commissioned by New Ventures in Philanthropy, an initiative of the Forum of Regional Associations of Grantmakers, reveals rural philanthropy is a growing trend across the United States, generating billions of dollars for health care, education and other community needs. Key findings in the report demonstrate the rapid rise of rural philanthropy; Community foundation affiliate funds have increased by 132 percent in the past six years;  an estimated 2,000 of these funds exist from coast to coast; more than three-quarters of these funds serve rural areas and are estimated to have endowed assets of $1.5 billion; the actual number of rural funds is likely far higher. These figures only account for rural funds associated with community foundations and do not include the myriad funds rural residents have started that are not linked to traditional philanthropic institutions. Value of Unpaid Activities by Older Americans Tops $160 Billion Per Year

Many older Americans continue to make valuable contributions to society long after they withdraw from the labor force. Adults age 55 and older contributed $161.7 billion worth of volunteering and unpaid caregiving in 2002. These activities include caring for family members, helping friends and neighbors, and volunteering for nonprofit organizations. About 74 percent of older adults volunteered their time or provided unpaid care to family members. The value of help provided by older family caregivers alone reached nearly $100 billion in 2002. Survey on Post-Katrina Federal Agenda  
OMB Watch has created a short online survey about its ideas for a federal investment agenda to address the types of problems revealed by Hurricane Katrina.  The organization's "Domestic Security Initiative" has five elements: Addressing our Infrastructure Needs; Protecting our Environment; Investing in our People; Strengthening our Economy; and Protecting our Communities. Congress Passes Katrina Relief Bills

The Katrina Emergency Tax Relief Act, passed by Congress on September 21 and signed into law on September 23, provides taxpayers who house displaced individuals an additional personal exemption of $500 per displaced person, waives the 10 percent tax on early distributions from IRAs for individuals affected by the hurricane, and allows those individuals to use their 2004 income to determine the child and earned income tax credits on their 2005 returns. For information about the Act's charitable giving provisions, click here . The House and Senate also approved the TANF Emergency Response and Recovery Act of 2005 (H.R. 3672), which gives states access to additional TANF funds to help families affected by Hurricane Katrina. A new paper from the Center for Law and Social Policy describes provisions of the new legislation and discusses a pending bill that would further modify the H.R. 3672 structure. Fact Sheet Provides Data on New Orleans Nonprofits

The Urban Institute released a fact sheet that provides data on nonprofits in New Orleans and the cities hosting many Hurricane Katrina evacuees.  In 2003, the most recent data available, 385 organizations with $389 million in annual expenditures provided human services and community improvement programs to New Orleans residents.  According to the Urban Institute, before Hurricane Katrina, charities often struggled to raise the funds necessary to meet community needs and now a substantial part of the infrastructure that delivers health and human services to residents of the New Orleans area has been devastated.  For more information, click here .

House Approves Head Start Reauthorization
On September 22, the House of Representatives approved legislation to reauthorize the Head Start program by a vote of 231-184. Democrats objected to an amendment that allows religious groups operating Head Start programs to hire on the basis of religious affiliations. The legislation sponsored by Rep. Michael Castle (R-DE) requires Head Start agencies to align their curricula with state academic standards; maintains all health and nutrition related components of Head Start programs; establishes a local governance board to monitor all program activities; requires Head Start programs to submit an annual report documenting expense income and expenditures, and work with local school districts to ensure kindergarten readiness. House Passes Violence Against Women Act

The House of Representatives passed the Violence Against Women Act of 2005 by a vote of 415-4 on September 28. The Act will fund new prevention initiatives that have the potential to keep millions of women and children safe, and establish new rape crisis centers. The Violence Against Women Act of 1994 (VAWA) was the first legislation to address violence against women and put resources into helping victims. VAWA was re-authorized in 2000, adding important services for immigrant, rural, disabled and older women. For more information, click here . (Source: Family Violence Prevention Fund)

Florida Hurricane Relief Fund Offers Support for Organizations Helping Hurricane Katrina Evacuees
The Florida Hurricane Relief Fund has issued a Request for Applications for operational grants to long-term recovery organizations that are working to help Hurricane Katrina evacuees in Florida and that have a continuing mission of recovery for past and future disasters affecting Florida and/or its neighbors. To be eligible for a grant from the fund, organizations must meet 501(c)(3) requirements of the Internal Revenue Service, or have a named fiscal agent with the required certification.

Notice of Funding Opportunity- Martin Luther King, Jr. Day of Service
The purpose of the grants is to mobilize more Americans to observe the Martin Luther King, Jr. Federal Holiday as a day of service in communities, to encourage people who do serve on this Holiday to make a long-term commitment to community service, and to bring people together around the common focus of service to others.  Multi-year grants will be awarded to bring focus to MLK Jr. Day of Service efforts. Deadline is October 6, 2005

GoGirlGo! Physical Activity Programs Grant

This grant provides financial assistance to sports and physical activity programs seeking to add new or expanded program participation opportunities for an under-served population of girls, particularly economically disadvantaged girls and/or girls from populations with high incidences of health-risk behaviors. Deadline is December 15, 2005

Youth Leaders for Literacy - Grants Awarded for Student-Leed Projects
Youth Leaders for Literacy is an initiative of the National Education Association and Youth Service America to help youth direct their enthusiasm and creativity into reading-related service projects. During the six-week program period and beyond, the program hopes to create a groundswell of literacy service in communities across the country. Deadline is November 21, 2005
