Building a Professional Development System for Youth Workers

Poll on Youth Perceptions of Mental Illness Released

Harris Interactive conducted an online poll that asked youth questions relating to their perception of mental illness. The findings explain how youth seem to have an easier time understanding physical illness than mental illness.  About three in four youth recognize asthma as a physical illness, but only about half recognize depression and Attention Deficit Hyperactivity Disorder as mental illnesses.  Also, more youth indicate that a classmate with depression would be made fun of by most students when he is not around than a classmate with asthma.  For more information on this poll, click here.  [Source: PEN Weekly NewsBlast]

2007 100 Best Communities for Young People

National Assembly member America's Promise recently reported that 2007 applications are starting to "pour" in.  Communities from 41 states across the country have already started to apply.  The deadline is November 3, 2006.   In response to the overwhelming success of the 2006 100 Best Communities Campaign, America's Promise is holding regional forums to help community leaders learn new strategies for serviing their children and youth. AARP Begins Nationwide Voter Education Campaign

National Assembly member AARP recently began a voter education campaign to encourage its members to learn more about candidates' positions on issues such as Social Security and Medicare prior to voting in the November election.  For more information, click here.

Progress Is Slow in Reversing Childhood Obesity Trend

A new report from the Institute of Medicine finds that policies and programs that address childhood obesity are fragmented and are not being evaluated to identify effective interventions.  The report also cites a lack of national leadership on this public health issue.  For more information, click here.

NOTE:  At press time, Congress was rushing through a full docket of legislation in an effort to pass bills onto the president for his signature prior to returning to their home states and districts to focus on re-election efforts.  An update will be sent next week on any legislation of interest to our members and allies.

Fiscal Year Ends With Appropriations Far From Complete

Congress has deferred the bulk of the fiscal year 2007 spending bills until after the November 7 elections.  However, with the end of the fiscal year on September 30, a stopgap measure known as a continuing resolution was adopted in order to continue funding the government and all federal programs.  The continuing resolution sets spending for programs at the fiscal 2006 rate, the House-passed level for fiscal 2007, or the Senate-passed level, whichever is lowest.  Congress is scheduled to return to work after the elections on Nov. 13.

The Salvation Army and National Recreation and Park Association  Support Passage of Federal Youth Coordination Act

The Salvation Army, which serves more than 33 million Americans a year and has been providing youth services in the U.S. for 125 years, has endorsed the Federal Youth Coordination Act (H.R. 856/S. 409), as has the National Recreation and Park Association (NRPA).  Collectively, the members of NRPA serve as the largest public provider of youth sports and afterschool programs.  Millions of youth in virtually every community in America use public park land or frequent community recreational settings -- these agencies see on a daily basis the urgent need to coordinate the services that they provide along with those provided by other public agencies and community-based organizations.  For more information on FYCA, visit www.youthcoordinationact.org. Act to Support VAWA Youth Programs

This year Congress has the chance to help end sexual and domestic violence against our youth.  The Violence Against Women Act (VAWA) responds to these issues with programs such as Services to Advocate for and Respond to Youth (STARY) and Services for Children Exposed to Violence.  Although final spending bills will not be passed until after the November elections, Members of Congress are working right now to resolve their differences and make final funding decisions about VAWA and other federal programs.   Call on Congress to provide funding to help end sexual and domestic violence by and against youth.  Click here.

Congress Reauthorizes Promoting Safe and Stable Families Act

The House and Senate reauthorized the Promoting Safe and Stable Families Act, which provides states with $345 million per year in mandatory spending to prevent and address child abuse and neglect, and Child Welfare Services, which provides about $325 million to states each year to administer their child-protection agencies.  Negotiators reached a compromise between House members who were interested in decreasing caseloads for social workers and senators who wanted to dedicate money to helping children whose parents abuse methamphetamine.  Although money will go to both causes, anti-meth efforts will get more than foster care.  For more background on the bill, click here.  To view the bill, click here. New Funding for Afterschool Programs in California

On September 21, California Governor Arnold Schwarzenegger signed SB 638, which will put some $550 million in state dollars into afterschool programs. The legislation resulted from Proposition 49, a 2002 ballot measure passed by voters by a wide margin. California's budget has now improved enough to allow for implementation, and schools throughout the state will shortly begin applying for afterschool funds. Rewarding Exemplary Community and Volunteer Service
The Prudential Spirit of Community Awards honor young people in grades 5 through 12 who have demonstrated exemplary voluntary service to their communities. Maximum Award: $5,000. Eligibility: Students grades 5-12 who have conducted a volunteer service activity within the past year. Deadline: October 31, 2006.

MLK Day of Service Grant
The Points of Light Foundation & Volunteer Center National Network, through the generous support of the Corporation for National and Community Service, recently announced an RFP for Building the Beloved Community Grants.  Deadline: October 12, 2006.  For more information, there will be a Technical Assistance call provided at 3:00 p.m. EDT on Tuesday, October 3.  Dial-in number is 1-800-917-9796; participant passcode is 724982.

Call for Presenters - Youth Service Institute: Building the Movement

Youth Service America (YSA) is seeking presenters for the 2006 Youth Service Institute.  The institute will focus on four target areas of service and service-learning success: engaging children and youth effectively; scaling up and managing your program; developing inclusivity by engaging youth not normally asked to serve; and creating sustainability by developing community and financial support.  YSA is looking for presenters to share innovative and successful approaches that address one or more of these components.  The deadline is October 13, 2006.  For more information, contact Cassandra Miller at cmiller@ysa.org

F.I.L.M. - Finding Inspiration in Literature and Movies

New F.I.L.M. Program – Flicka: Set Your Dreams Free
The latest F.I.L.M. program is based upon the upcoming 20th Century Fox movie Flicka and the classic children’s novel My Friend Flicka, by Mary O’Hara. Set in beautiful Wyoming, Flicka tells the story of Katy, a strong-willed teenager who finds, captures and befriends a wild mustang that she names Flicka.  Throughout the movie Katy is determined to prove to herself and to her father that she is capable of taming Flicka and one day taking over the family ranch. The movie opens in theaters on Friday, October 20, 2006. The activity guide, Flicka: Set Your Dreams Free, is geared for youth ages 9-14 and will be available for free download on the F.I.L.M. website this coming week.  Themes that are addressed include understanding freedom and responsibility, overcoming fear of failure, building partnerships, and gaining awareness about species preservation.
