YouthBuild Transferred to Labor Department

The youth job-training and home-building program created as part of the Department of Housing and Urban Development (HUD) has been integrated into other job training programs within the Workforce Investment Act, housed within the Department of Labor.  Projected funding for FY 2007 for YouthBuild is $50 million. The Administration and many lawmakers pushed for the move to better integrate it with other job training legislation, and to clarify appropriations.  YouthBuild founder Dorothy Stoneman, who now leads the nonprofit YouthBuild USA, worked on the legislation to ensure the integrity of the program.  One of the changes will allow funds to assist in the construction of community centers and schools, in addition to housing.

Waiting for Action on Older Americans Act

The House passed its rewrite of the Older Americans Act (H.R. 5293/S. 3570) in June. The version approved by the Senate Health, Education, Labor and Pensions Committee, has yet to make it to the Senate floor, as staff works in “preconference” negotiations to ensure that the bill makes its way to the President’s desk quickly.  There are two sticking points, grant distribution for Meals on Wheels, and they types of jobs covered in the Senior Community Service Employment Program.

Street Law

www.streetlaw.org

Street Law began in 1972 as a practical law curriculum designed as part of a clinical project by a group of Georgetown University law students. Washington, DC public high school students who took the course and the law students who taught it were extremely enthusiastic. With this encouragement, the law school/high school partnership model was expanded to all DC high schools, where it continues today. Approximately 70 law schools in the United States have Street Law programs in which law students teach practical law in high school, juvenile justice, prison, or community settings either for credit or as part of pro bono programs. The continued involvement of community leaders, such as lawyers, judges, and police officers in classroom activities remains a cornerstone of Street Law programs. Bringing resource people together with students promotes bonding with societal norms and encourages involvement in civic affairs.

ConsortaConsorta Stands Out in Industry Survey
Consorta, Inc., the group purchasing business partner of the National Assembly, received top recognition in this year’s annual survey of the nation’s Group Purchasing Organizations (GPOs).  Of the 20 GPOs reporting in Modern Healthcare’s annual survey, Consorta was recognized this year to be the only organization that has consistently and openly reported its operating revenue since the survey began three years ago.  John Strong, president and CEO of Consorta was quoted by the survey organizers saying that “… shareholders have the right to know the income figures and says he believes Consorta has among the highest rate of return to shareholders among GPOs. (After covering their expenses, GPOs distribute their income to their members.) Strong adds that in light of recent government scrutiny, including the subcommittee's investigation and audits by HHS' inspector general's office, it's better for GPOs to be transparent.”
