Perspectives on Productive Aging Series Released

The Urban Institute recently released a new research series documenting the value of engagement among older adults and highlighting the best ways for society and policymakers to support their full participation. The initial release include three briefs: Older Adults' Engagement Should Be Recognized and Encouraged; Satisfaction and Engagement in Retirement; and

Many Older Americans Engage in Caregiving Activities.  Future publications will cover volunteering, work, the economic value of engagement, factors affecting the level of activity, and transitions from career work to other kinds of activity.   For more information, click here.

New Game on Cyberbullies Released by the National Crime Prevention Council

Cyberbullies use new technology to bully through e-mail, instant messages, and websites. Examples of cyberbullying include sending someone mean or threatening e-mails, excluding someone from an instant messenger buddy list, tricking someone into revealing embarrassing information and sending it to others, and creating websites to make fun of a classmate or to rate them as ugliest or least popular.   As part of the National Crime Prevention Council's new online game, Shrink the Cyberbully, players respond to instant messages from a bully--correct answers shrink the bully, and incorrect answers make her grow.  At the end, players receive tips on dealing with online bullies.

2005 Kids Count Databook Released

On July 27, the Annie E. Casey Foundation released the 16th Annual Kids Count Databook, which features national and state-by-state measures of child well-being in America and a close look at families with the most difficulty connecting to and staying in the workforce. POLICYBYTES

Update on Appropriations for Health, Human Service, Education, and Housing Programs

Last month, the Senate Appropriations Committee approved fiscal year 2006 funding for the Departments of Labor, Health and Human Services, and Education, and the Departments of Housing and Urban Development, Treasury, and Transportation. According to the Coalition on Human Needs (CHN), some human needs programs fared better in the Senate Labor-HHS-Education bill than in the House bill, but many programs received the same amount in each bill. CHN also found that both the House and Senate appear to have rejected most of the President's proposed housing cuts, but their bills still contain some serious shortfalls for housing and community development programs. For more about the Labor-HHS-Education bill, click here. For more about the housing bill, click here.

Coalition Releases Action Steps for Reforming Mental Health System

The Campaign for Mental Health Reform released "Emergency Response: A Roadmap for Federal Action on America 's Mental Health Crisis" at a July 27 press conference at the U.S. Capitol. The coalition of 16 national organizations proposed 28 action steps as a "roadmap" for Congress and the Administration to transform the country's ailing mental health care system. Resources on 40th Anniversary of Medicare and Medicaid

In commemoration of Medicare's 40th anniversary, AARP's Public Policy Institute released a report, "Medicare at 40," which examines the program's successes as well as the challenges that lie ahead. It found that Medicare has largely accomplished its original goals of ensuring access to care and establishing financial protections for medical costs. The Kaiser Family Foundation produced three documentaries that examine the social needs that led policymakers to create Medicare and Medicaid, the expectations of what they would achieve, and the reality of these programs today. For the AARP report, click here. For the Kaiser Family Foundation videos, click here.

Series of Reports on the Accomplishments of Public Benefit Programs

The Center on Budget and Policy Priorities released a series of reports on the impacts and accomplishments of government programs that assist low-income families and individuals.  The reports cover Medicaid and the State Children's Health Insurance Program (SCHIP), food and nutrition programs, the Supplemental Security Income Program for the elderly and disabled poor, and the Earned Income Tax Credit.  Each report includes state-by-state data on the number of people assisted by that program.  A separate Center report examines the combined impact of the nation's system of public benefit programs.  Forthcoming reports will cover areas such as housing, child care, and child support enforcement. For more information, click here.

New Report Puts “Gang Crisis” Into Context

A new Justice Policy Institute report, Ganging Up on Communities, puts many of the current concerns about rising gang crime into context, and analyzes the need and the impact of additional federal laws to address the problem.  Currently, several new pieces of federal legislation are being advanced to address the “gang crisis”, federalizing law enforcement efforts that have historically been the jurisdiction of the states, and proposing laws to try more youth as adults.  According to the data from the policy brief, some of the policies being proposed may exacerbate the country's crime problem, and steer resources away from local and state groups that have shown success.
