Urban Institute Looks Back at a Decade of Welfare Reform
In July, the Urban Institute brought together government officials, human service practitioners, researchers, and analysts for a roundtable discussion about the past decade of welfare reform.
Fact sheets prepared by Urban Institute experts analyzing welfare reform over the past 10 years are available for download. Site Helps Youth Get a "Pulse" on the World Around Them

Study Urges Cutback of Soda Consumption
A recent study questions the role of high-fructose corn syrup, which is used to sweeten soft drinks in the United States, while sucrose is used in Europe. It may increase the risk for diabetes. Although the two sweeteners contain the same amount of calories, chemical differences have led some to theorize that fructose may cause greater weight gain and insulin resistance by elevating triglycerides. The role of soda in America's bulging waistline has been hotly debated, but a new analysis says that it has been an increasing source of calories for children and adults, a trend that likely has led to weight gain and obesity. America’s Promise 2007 Best Communities Competition

The online application for the 2007 100 Best competition will be available on Tuesday, September 5, 2006. ABA Calls for Enhanced Access to Services for At-Risk Youth
The American Bar Association, at its annual meeting August 6-8, 2006, approved a policy resolution calling on “federal, state, territorial, tribal and local governments to assure that adequate and appropriate services are made readily available to at-risk youth and their caretakers.” The resolution continues by urging “federal, state, territorial, tribal and local governments to develop and adequately support permanent interagency and other youth resource coordination mechanisms to help assure that at-risk youth and their caretakers receive timely and effective services through public child welfare, youth services, mental health, schools, and other agencies.” The report language that accompanies the resolution specifically cites the Federal Youth Coordination Act (H.R. 856/S. 409) as legislation to achieve these recommendations.
The resolution also calls for the expansion of community mental health systems serving youth; the incorporation of a positive youth development perspective into programs and services; and needed services and treatments provided to youth by appropriate juvenile justice and child welfare systems. California-based Afterschool Funding Opportunity
Four years ago, California voters passed Proposition 49, now known as the After School Education and Safety Program (ASES). This year, California fully funded ASES at $550 million, and the California Department of Education is expected to release requests for applications for this funding stream in the next few weeks.
ASES requires that local education agencies (LEAs) be a grant’s fiscal agent. However, the program’s matching fund requirement, emphasis on community partnerships and capacity issues of schools means there is a strong opportunity for community-based organizations to partner with LEAs. Afterschool leaders are urging community-based organizations to reach out to local school district officials and offer assistance as soon as possible. Public-Private Collaborative Announces Program to Empower Older People to Take More Control of Their Health
Up to $300,000 per project, per annum, for a three-year period will be provided to public/private partnerships working to improve health and quality of life for older Americans at the community level. Deadline is August 31, 2006.
Young Volunteers Invited to Apply for Prudential Spirit of Community Awards
Young people in grades 5 through 12 who have demonstrated exemplary voluntary service to their communities can win up to $5,000 and other honors; applications must be submitted by schools or other officially designated organizations. Deadline is October 31, 2006.
State Farm Good Neighbor Service Learning Grant
Youth Service America and the State Farm Companies Foundation are offering the State Farm Good Neighbor Service-Learning Grant for youth across the United States. These grants of up to $1,000 support youth, teachers, or school-based service-learning coordinators in implementing service-learning projects for National and Global Youth Service Day, April 20-22, 2007. Projects can address any number of themes including the environment, disaster relief, health, teen issues, education, interfaith dialogue, intergenerational relationships, homelessness, and literacy, amongst others. Hoot Now Available on DVD – Complete the Program Today
Now available for rental or purchase on DVD is the Walden Media and New Line Cinema picture, Hoot. Based on the Carl Hiaasen book, also entitled Hoot, the movie tells the story of three friends and their adventures to save endangered burrowing owls from a construction project in their Florida community. The Hoot: Speak Up and Give Back program focuses on themes such as environmental activism, protecting wildlife, anti-bullying and standing up with and for others.
