National Assembly Policy Forum
The National Assembly will host its annual Policy Forum on September 15, 2006 at the George Washington University in the City View Room. The Policy Forum will build on last year’s theme of connecting grassroots and grasstops, with workshop sessions on activating volunteers and service recipients as advocates, finding issue support from unlikely partnerships, and a lively lunchtime discussion prognosticating on the 2006 mid-term elections.
All Together Now: Sharing Responsibility for the Whole Child
This new paper from the Coalition for Community Schools was commissioned and published by the Association for Supervision and Curriculum Development (ASCD). As part of its work on the Whole Child, ASCD has convened a commission that includes leading thinkers, researchers, and practitioners from a variety of sectors to address successful student learning and recast the current narrow focus of schools. Resources from the After School Evaluation Symposium
Last year, Harvard Family Research Project (HFRP), with support from the C. S. Mott Foundation, convened the After School Evaluation Symposium with over 100 researchers, evaluators, policymakers, and practitioners. The newly expanded conference presentations section of HFRP's website now highlights key themes and resources from the Symposium, including participants’ insights about issues facing the after school field, notably issues of access, program quality, professional development, the role of evaluation research, and systems-building efforts. Information Helps Educate Older Adults About Healthy Homes
The Alliance for Healthy Homes, Environmental Health Watch, and the Cleveland Tenants Organization have developed a curriculum intended to help practitioners and others teach older Americans about indoor environmental health and how to educate their peers. State of Philanthropy 2006 Released
The National Committee for Responsive Philanthropy recently published State of Philanthropy 2006: Creating Dialogue for Tomorrow’s Movements, which analyzes trends in the nonprofit and philanthropic sectors. The report challenges foundations and nonprofits to strengthen, redirect, and refocus their efforts to meet the material and political needs of the disenfranchised. Senate Appropriations Committee Mark-up
The Appropriations Committee met on Thursday, July 20, to mark-up its Labor, Health and Human Services, Education and Related Services (LHHS) spending bill for FY 2007. Overall, the bill provides a total of $605.6 billion, including $142.8 billion in discretionary funding for programs, $5 billion above the President’s request, $1.3 billion more than FY06 funding level. The bill is also $1 billion more than the House version, setting up future challenges for conference negotiators, although most agree that date is far in the future. Most of this increase in the Senate bill is distributed to health programs - funding medical research, pandemic preparations, and the Centers for Disease Control and Prevention facilities. Funding for education programs decreases slightly from last year’s level, with Pell grants accounting for much of the difference. The minimum wage increase included in the House version was not introduced at the Committee. An amendment offered by Ranking Member Byrd (D-VA) to increase funding to Title I schools failed, although Subcommittee Chairman Specter voted against it “reluctantly.” It is also reported that the bill has more earmarks than the House allocation. Despite the negative comments by both sides of the aisle, including Specter stating that the bill reflects a “disintegration of the appropriate federal role in health, education and worker protections,” the bill passed 28-0 and will now await floor action. GAO Report on Faith-Based and Community Initiative
The Faith-Based and Community Initiative provides training and technical assistance to faith-based and community organizations and seeks to increase the participation of these organizations in providing federally funded social services. The Government Accountability Office (GAO) reviewed the program and offered suggestions for improvements in monitoring grantees and measuring performance. To view the report, click here (PDF).

ePhilanthropy Foundation Extends Deadline for International ePhilanthropy Awards
The awards honor individuals, organizations, and companies who have raised awareness of or provided strategies for the use of the Internet for philanthropic purposes. Deadline is July 28, 2006.
Open Meadows Foundation Offers Funding for Projects Benefiting Women and Girls
Up to $2,000 will be awarded to nonprofits to support projects designed and implemented by women and girls to promote racial, social, economic, and environmental justice. Deadline is August 15, 2006.
Red White and Green Climate Change Grant
Youth Service America and the Civil Society Institute offer the Red, White & Green Climate Change Grant. This opportunity offers $500 to implement a service-learning project about climate change.
The Red, White & Green Climate Change Grant is open to all young people in the United States between the ages of 15-25 and to organizations that engage youth ages 15-25. Deadline is September 1, 2006

Health Disparities among Children
Latino and black children fare worse on several key measures of health status and access to health care than white children, even when the groups have the same income level and insurance status. To lessen health disparities, the Children’s Defense Fund recommends using community partnerships, community health workers, and mobile health care programs. Family-focused approaches to promoting health are among the recommendations in Improving Children’s Health: Understanding Children’s Health Disparities and Promising Approaches to Address Them, which may be accessed here. Another report, by the Centers for Disease Control and Prevention (CDC), indicates that the percentage of children without insurance coverage fell from nearly 14 percent in 1997 to 8.9 percent in 2005. The Family Strengthening Policy Center recently released a new policy brief, Community Health Workers: Closing Gaps in Families’ Health Resources. Free Screenings This Summer
Select AMC theaters will be screening children's movies for free this summer. AMC Summer MovieCamp will be offered in 40 U.S. cities and tickets are available up to a week in advance at all 125 participating AMC theatre locations. All screenings will happen at 10:30 am on Wednesday mornings throughout the summer.
F.I.L.M. movies Because of Winn Dixie and Dreamer: Inspired by a True Story are two of the movies that will be shown.
This is a great opportunity for youth to see one or both of these F.I.L.M. movies for FREE. Then youth can read the books, participate in activities from the activity guides, and complete related service projects.
