Family Strengthening Policy Center Releases New Policy Brief The Family Strengthening Policy Center, an initiative of the National Assembly is pleased to announce the release a new brief in their Family Strengthening series. Strengthening Families by Increasing Access to Needed Benefits: The New Technologies was released on Friday, July 7th. This series of policy briefs seeks to describe a new way of thinking about how to strengthen families raising children in low-income communities and how this approach can and should influence policy. This new brief highlights the advantages of online eligibility tools and applications which facilitate the process of accessing benefits information, social supports and services available in local communities and states. Policy Forum Will Feature Prominent Affordable Housing Advocate Sheila Crowley, President of the National Low Income Housing Coalition, will discuss engaging clients in advocacy at the National Assembly/Alliance for Children and Families policy forum on September 9 in Washington, DC. The forum, Connecting Grassroots and Grasstops Policy Efforts, will also include sessions on how national organizations work with their state and local affiliates on national policy issues; how state and local organizations address policy issues and relate to national strategies; a case study of a national/local effort on a hot policy issue; and tools and techniques for collaboration on advocacy. Show Your Support for Federal Legislation to Better Serve Needs of Youth Over 125 organizations from across the country have signed on in support of the Federal Youth Coordination Act, which would improve communication among federal agencies serving youth, provide grants to states to improve coordination of youth programs, and create the highest level of youth participation in federal policy that the U.S. has ever had. Next Tuesday, July 12, Congress is holding a hearing on the Act and you can take action by signing on as a supporting organization and contacting your Representative. Research on Camper Outcomes Announced by American Camp Association Children who go to camp gain positive identity, social skills, and positive values and spirituality as well as increased physical and thinking skills. Those are just some of the findings of the largest research study of camper outcomes ever conducted in the United States. The study was conducted by The American Camp Association in collaboration with Philliber Research Associates and was supported in part by a generous grant from Lilly Endowment Inc. New Survey Shows Older Americans Want Jobs A recent survey released by CivicVentures and the MetLife Foundation shows that baby boomers and older Americans want jobs now and in retirement that will sustain and/or improve their quality of life. This survey of 1,000 Americans is the first to ask those in their 50s (baby boomers) and 60s (pre-boomers) what type of work they aspire to, what they want to accomplish through this work, and why they want to do it. Pathways to a New Future: Service as a Strategy for Vulnerable Youth This report from Innovations in Civic Participation illustrates how service and conservation corps are successfully engaging at-risk youth in service projects. These projects are addressing critical needs in the community while providing corps members with education, life skills development, and career preparation at the same time. In addition to describing some of the lessons learned from working closely with four corps to improve post-program transition services, this report provides specific recommendations for policymakers, practitioners, and funders, including ideas for establishing intentional pathways from corps to higher education and productive careers. For more information, click here. Smoking kills more people than alcohol, AIDS, car accidents, illegal drugs, murders, and suicides combined. Thousands more die from spit tobacco use. Of the roughly 750,000 kids who become new regular, daily smokers each year, almost a third will ultimately die from it. In addition, smokers lose an average of 13 to 14 years of life because of their smoking.The Campaign for Tobacco-Free Kids' research department has developed a series of fact sheets on a range of tobacco issues.To find out more, click here. Study on Enrolling Medicare Beneficiaries in Prescription Savings Programs Released The Access to Benefits Coalition recently announced a number of ways that public and private sector organizations can help find and enroll 7.2 million Medicare beneficiaries with limited incomes and resources in the extra help that will be available through Medicare's Prescription Drug Coverage in January 2006. The study, Pathways to Success: Meeting the Challenge of Enrolling Medicare Beneficiaries with Limited Incomes, resulted in a number of key findings including important insights into best practices for outreach and enrollment of people with Medicare who have limited incomes. The study examined the costs, successes and challenges of local and national outreach and enrollment efforts to find and enroll beneficiaries with limited incomes in prescription savings programs over the past year. New Resource Development Guide for Youth Mentoring Programs The National Mentoring Center, which is supported by the Office of Juvenile Justice and Delinquency Prevention, recently announced the availability of Sustainability Planning and Resource Development for Youth Mentoring Programs. This 178 page guide features a comprehensive look at how youth mentoring programs can create their own custom resource development plans. Subjects covered include planning strategies, corporate giving, foundations, government grants, individual giving, local events, the ethics of fundraising, and board involvement. Training Youth to Advocate for Juvenile Justice Reform The Juvenile Justice Project at the Correctional Association of New York operates a pioneering youth development program that trains young people to become activists and leaders in juvenile justice reform efforts. This innovative program, called Each One, Teach One, works with youth, ages 13 to 18, who have been affected by youth incarceration. Through a series of lessons, activities and actual engagement in the process, young people learn hands-on skills in advocacy, community organizing, media literacy and other strategies to make juvenile justice policies more fair and effective. The Juvenile Justice Project is a member of the National Juvenile Justice Network, a newly formed and growing coalition of states working towards juvenile justice reform on the state level.
Chart on Federal Funding for Key Children's Programs A chart from the Child Welfare League of America tracks the status of funding for key children's programs in the Congressional appropriations process. Senate Investigates the Program Assessment Rating Tool On June 14, a Senate subcommittee held a hearing to investigate the specific metrics and tools used by the Office of Management and Budget to measure the effectiveness of federal programs, especially the Program Assessment Rating Tool (PART). The witnesses and subcommittee members agreed that performance tools, if designed and used correctly, are a necessary part of working to enhance performance and increase accountability. There were differences, however, over which tools would be most valuable and in what context the information gained from the tools should be understood. For more information, click here. (Source: OMB Watch) Bill Introduced to Create Youth Service Scholarships for Low-Income Students Sen. Christopher Dodd (D-CT) introduced the Youth Service Scholarship Act (S. 1247) on June 14, which would establish a scholarship program to reward low-income students who make significant community service contributions during high school and college. To be eligible for scholarships of up to $5,000 for their first year of college, low-income students must perform 300 hours of community service during each of two years of high school, qualify for free or reduced-price lunches, and be eligible to receive federal Pell Grants. Scholarship eligibility for subsequent years of college would require low-income students to have performed 300 hours of community service during the preceding year. IRS Issues New Rules for Vehicle Donations; Nonprofits Report Sharp Declines in Car Donations The IRS and Treasury Department have issued guidance on charitable deductions for donated vehicles. The rules implement the American Jobs Creation Act of 2005, which generally limits the deduction to the actual sale price of the vehicle when sold by the charity, and requires donors to get a timely acknowledgment from the charity to claim the deduction. Grants to Fund Training Opportunities to Benefit Youth in Foster Care The Administration on Children, Youth and Families, Children's Bureau recently announced available funds for organizations to develop, implement, evaluate and disseminate a training curriculum for public child welfare agency supervisors. Approximately $1,000,000 is available in funding for up to 4 awards. Eligible applicants are state, county, and local governments, independent school districts, institutions of higher education, and other nonprofit organizations. Deadline is August 5, 2005. Award for Innovative Solutions to Domestic Violence The Mary Byron Foundation, a public grantmaking charity that funds programs throughout the United States that are working to stop domestic violence is accepting nominations for its Celebrating Solutions Awards program. The program recognizes' institutions that demonstrate an innovative approach to confronting and identifying solutions to the root causes of domestic violence with $10,000 cash awards. Deadline is September 16, 2005 Banfield Charitable Trust Offers Grants to Improve Lives of Pets and Their Families Banfield Charitable Trust, a
nonprofit organization is offering grants to organizations that make life
better for pets and their families. At this time, the Trust is pursuing
the following funding "Lidered De Hoy" Essay Contest Recognizes Outstanding Hispanic Youth The National Council of La Raza and Allstate are hosting the Lideres de Hoy essay contest to recognize and celebrate the work of Hispanic youth leaders in the Latino community. This contest aims to recognize and empower Latino youth who are excelling academically while contributing to their communities. Applicants must answer the question: As a young leader, how have you been a catalyst for positive change and contributed to inspiring your community? 10 exceptional young Hispanics will win a $5000 academic scholarship and an invitation to participate in the Lideres de Hoy awards ceremony in Washington, DC, which takes place in September in honor of Hispanic Heritage Month. Deadline is July 29, 2005. Intergenerational Photo Contest Sponsored by Generations United Generations United is sponsoring
the 2005 Intergenerational Photography Contest to show that intergenerational
cooperation improves the lives of youth and seniors. Amateur photographers
over 50 and under 21 are eligible and may submit no more than three photographs.
The grand prize winner will receive $250 and an invitation to the Generations
United Annual Awards Banquet in Washington, DC, September 15, 2005. The
second-place winner receives $100, and third place wins $50. Honorable
mention winners will be named in each of the five leading categories:
celebration of diversity, emotional expression, humorous situations, intergenerational
activity portrayed, and emerging talent. Deadline for entries is July
31, 2005.
