Study Rates Nonprofit Boards' Stewardship Favorably According to research conducted by the Urban Institute, nonprofit boards are an increasing focus of those interested in nonprofit accountability and transparency -- policymakers, media, and the public. To help inform current policy debates and initiatives to strengthen nonprofit governance, the study, examines relationships between public policy and governance, board composition, board performance, and board compensation. A major purpose of this study is to identify factors associated with promoting or impeding boards' performance of basic stewardship responsibilities related to overseeing and supporting the organization and its mission. Attention to accountability and concerns about loss of public legitimacy have dominated the dialogue about nonprofit governance in recent years. Study findings include:
Report Rates Legal Representation for Children A new publication presents an assessment of State laws that govern legal representation for children involved in the child welfare system. The report, A Child's Right to Counsel: First Star's National Report Card on Legal Representation for Children, analyzed State statutes and court rules in all 50 States and the District of Columbia to determine how the States are meeting the Child Abuse Prevention and Treatment Act requirement to provide trained counsel to all children involved in the child welfare system. Early Identification and Efficiency Could Lead to Expansion of Health Coverage for Children As states evaluate the feasibility of public health care for all children, it is important to examine the distribution of costs and services within existing programs, which will help in better planning services for the highest cost children. A study, High-Cost Children in Public Health Insurance Programs, finds that the financing burden for children’s public health insurance programs is concentrated in the top tenth of health care users, while the vast majority, 90 percent, of children are inexpensive. This finding suggests that early identification and greater efficiency in care management for high-cost children could free up funding to expand public insurance services to more low-cost children. Evidence-Based Treatment Practices are Focus of SAMHSA Research on Co-Occuring Disorders Only about half of all people with a co-occurring disorder receive any substance abuse or mental health treatment, but they may come in contact with those in public health, public safety and social welfare organizations. Addressing Co-Occurring Disorders in Non-Traditional Service Settings describes how professionals who work in primary health care, public safety and criminal justice, and social service settings can identify and respond effectively to people with co- occurring disorders. Understanding Evidence-Based Practices for Co- Occurring Disorders provides an overview of evidence-based practices and their use in treating people with co-occurring disorder, and clarifies the advantages of employing evidence-based practices.
