July 12 Hearing Scheduled for Federal Youth Coordination Act The House Subcommittee on Select Education will hold a hearing on Coordination Among Federal Youth Development Programs on Tuesday, July 12, 2005 at 10:00 a.m. at the Rayburn House Office Building, Room 2175. The hearing will highlight the Federal Youth Coordination Act, bipartisan legislation that was drafted in partnership with National Collaboration for Youth member organizations. The Act establishes a Federal Youth Development Council to improve communication among federal agencies serving youth, provide grants to states to improve coordination of youth programs, and create the highest level of youth participation in federal policy that the U.S. has ever had. Policy Forum: Connecting Grassroots and Grasstops Policy Efforts The National Human Services Assembly and Alliance for Children and Families are hosting a Policy Forum on how national organizations and their state and local affiliates collaborate on legislative issues. The forum will be held on September 9, 2005, at the Ronald Reagan Building & International Trade Center, 1300 Pennsylvania Avenue, NW, Washington, DC. Topics include how national organizations work with their state and local affiliates on national policy issues; how state and local organizations address policy issues and relate to national strategies; a case study of a national/local effort on a hot policy issue; engaging clients in advocacy; and tools and techniques for collaboration on advocacy. This publication, "A Nation at Risk: Obesity in the United States," illustrates how prevalent obesity has become and examines the factors that contribute to the patterns of unhealthy eating and insufficient physical activity that are at the heart of this epidemic. For more information, click here. Nonprofit Sector Recommendations Received with Appreciation by Sens. Grassley & Baucus, IRS Commissioner Everson A year to the day after the Senate Finance Committee began examining abuses in and regulation of the nonprofit sector, Independent Sector President, Diana Aviv, on June 22, 2005 presented a package of 120 recommended actions "to strengthen transparency, governance and accountability in the charitable community." The recommendations came from a panel of nonprofit sector leaders, with input from a number of workgroups and hearings in sixteen communities around the country. Recommendations deal with holding boards accountable, making financial information available, preventing excessive and inappropriate compensation, among many other topics. Bills to Reauthorize Violence Against Women Act Include Provisions for Youth Members of Congress have introduced legislation to improve the federal Violence Against Women Act, including provisions that will benefit youth. On June 8, Senators Joseph Biden (D-DE), Orrin Hatch (R-UT) and Arlen Specter (R-PA), members of the Senate Judiciary Committee, introduced S. 1197. On June 14, Representatives Mark Green (R-WI) and John Conyers (D-MI), members of the House Judiciary Committee, and Representatives Ginny Brown-Waite (R-FL) and Hilda Solis (D-CA), co-chairs of the Congressional Caucus for Women's Issues, introduced H.R. 2876. Both bills already have a significant number of bipartisan co-sponsors. These bills support services to girls and boys who experience or witness domestic and sexual violence, and will provide resources for prevention programs targeting young people. (Source: Girls Incorporated) Despite recent media stories to the contrary, a study recently released by the Access to Benefits Coalition shows that, in all cases examined, the value of the prescription drug benefit for people with limited incomes exceeds any modest reductions in Food Stamps and/or Section 8 Public Housing benefits. The concern is that Medicare beneficiaries who sign up for the new prescription drug benefit will have lower out of pocket expenditures, which could result in lower Food Stamps payments and/or rent subsidies. According to the study, however, people with Medicare who have limited incomes will be substantially better off and will save several hundred to several thousand dollars in 2006 by signing up for extra help with their prescription costs. (Source: Access to Benefits Coalition) Bill Reintroduced to Support Community Schools Senator Ben Nelson (D-NE) and Representative Steny Hoyer (D-MD) have reintroduced the Full Services Community Schools Act (H.R. 2207/S. 986). This federal bill would provide incentives and financial support for the development of community schools, which are public elementary or secondary schools that coordinate multiple federal, state and/or local educational and social service programs with community-based organizations and public/private partnerships. The purpose of these schools is to improve the coordination, delivery, effectiveness, and efficiency of services provided to children and families. For more information, click here. (Source: Coalition for Community Schools) Governors Release Medicaid Reform Plan On June 15, during testimony on Capitol Hill on behalf of the National Governors Association (NGA), NGA Chairman Virginia Gov. Mark Warner and NGA Vice Chairman Arkansas Gov. Mike Huckabee released a preliminary policy paper outlining the association's recommendations for comprehensive Medicaid reform. The recommendations are short-term reforms that the governors say will help modernize, streamline and strengthen this critical state program, including prescription drug improvements, asset policy reforms, and cost sharing provisions. The Center on Budget and Policy Priorities (CBPP) praised the prescription drug proposals, but claimed that increased cost-sharing significantly reduces the use of essential health care services by low-income people and worsens their health status. New Reports on Underinsured Adults and Uninsured Young Adults A new Commonwealth Fund study finds that, in addition to the 45 million uninsured adults in the United States , another 16 million adults were underinsured in 2003, meaning they did not have enough financial protection to cover their health expenses. Underinsured adults are almost as likely as the uninsured to go without needed medical care and to incur medical debt. According to another Commonwealth Fund report, young adults (ages 19 to 29) are one of the largest and fastest-growing segments of the U.S. population without health insurance: more than 13 million lacked coverage in 2003, an increase of 2.2 million since 2000. The report recommends policy changes that could extend coverage to uninsured young adults and prevent others from losing it. For the study on underinsured adults, click here . MTV and Youth Venture are teaming up to offer Think Venture Grants of up to $1,000 to young people who are making a difference by creating their own organizations, clubs or businesses that address a need in their community. Think Ventures must focus on one of the following issue areas: discrimination, education, environment, global issues, or sexual health. Each week, one grant will be awarded to a group of young people (two or more) who submit the most compelling and sustainable application. Applications are accepted through December 31, 2005. “The Something Way Better to Do: Finding Inspiration Afterschool" - Essay Contest The Afterschool Alliance and The Advertising Council are sponsoring an essay contest for kids who have discovered a new passion in life through an afterschool program. The Something Way Better to Do: Finding Inspiration Afterschool essay contest will award top prizes of $1,500 in several categories. To enter, students in grades five through 12 should submit an essay of 500 words or less that answers one of the following questions: Has an afterschool activity changed your life, and what you want to do when you grow up? Has a person you met through an afterschool program made a big difference in your life? Do you think your experiences in afterschool programs make you better off? What if you had never been in an afterschool program? Official rules and entry forms are available at www.afterschoolscene.com . Entries are due June 30, 2005. American Health Assistance Foundation: Alzheimer's Family Relief Program AHAF's Alzheimer's Family Relief Program provides direct financial assistance and resources for the continued care and support of Alzheimer's patients and their caregivers. Grants of up to $750 are provided for expenses such as short-term nursing care, home health care, medications, transportation, and other expenses related to care for the patient with Alzheimer's disease. Applications are funded based on established need and on a first-come, first-served basis. The Safeco Community Grants Program supports nonprofit organizations that promote neighborliness by bringing people together in and around the fifteen U.S. metropolitan areas where company employees live and work. Safeco funds programs focused on building an economic foundation for strong neighborhoods; protecting the foundation of strong neighborhoods; and helping neighborhoods flourish and thrive. In all cases, priority is given to programs serving disadvantaged and diverse populations. The remaining 2005 application deadlines are August 12 and October 31. for 14- to 18-year-olds. Four winning essays, chosen by youth judges
