In the Report, 46,000 young people (ages 13-18) deliver a candid message to America.  With compelling findings on topics ranging from the Iraq war to violence in schools and from education to the pursuit of the American Dream, the Report spotlights the perceptions of America’s youth. For more, click here.

Paper Explores Child Welfare Workforce Issues in Nonprofit Sector

Child Welfare Workforce: Implications for the Private Nonprofit Sector, developed by the Alliance for Children and Families with funding support from Cornerstone for Kids, recommends actions that private, public, and academic organizations can take to create state and national solutions for child welfare workforce issues in the private sector.  While the critical condition of the public child welfare system has received considerable attention, the situation in private agencies, which are increasingly called upon to perform core child welfare functions, is rarely considered. Yet the private sector workforce faces challenges that are at least as difficult as those in the public sphere and are in some cases unique to the private system.  For more information, click here.

POLICYBYTES

Support the Federal Youth Coordination Act

The Federal Youth Coordination Act (H.R. 856/S. 409), or FYCA, is bipartisan legislation drafted in partnership with National Collaboration for Youth member organizations as a response to a report issued by the White House Task Force for Disadvantaged Youth in December 2003.  The Task Force found that programs working to meet the needs of young people are spread across 12 federal departments and agencies with little communication or coordination among them. Currently, there are federal funding streams designed to meet varying needs of youth – afterschool programs, job training, mental health, etc. – but they are administered in silos, independent of one another. Youth's needs, however, are complex and interdependent. FYCA establishes a Federal Youth Development Council that will enable the federal government to implement multifaceted approaches to reaching youth by leveraging and coordinating the existing resources of different federal agencies.  For more information on FYCA, visit www.youthcoordinationact.org. National, state and local organizations can sign on to support FYCA by clicking here.  For a list of current endorsers, click here.

House Passes Bipartisan Bill to Reauthorize Older Americans Act

On June 21, 2006, the U.S. House of Representatives unanimously approved the Senior Independence Act, which reauthorizes and improves services offered under the Older Americans Act.  The bill includes changes that enhance intergenerational connections, including lowering the minimum age of grandparent caregivers eligible for services under the National Family Caregiver Support Program from age 60 to 55, allowing for almost double the number of grandparents to become eligible.  A complete summary of the bill can be found here. The measure now awaits action in the Senate.

Briefing Examines Impact of Methamphetamine on Foster Care, Children and Families

Generations United, Child Welfare League of America, and other related organizations held a Hill briefing on June 8 to release the report, Methamphetamine and Child Welfare: Promising Solutions for Children, Their Parents and Grandparents. Panelists offered perspectives on the impact of methamphetamine (meth) on children, from impact on the foster care system to the need to provide support and drug use recovery programs that provide services to the entire family.  For information on related legislation, please click here.

Making Financial Education Real for Kids: New Policy and Program Ideas to Build Financial Skills and Habits for Children and Youth

The New America Foundation and the Congressional Savings and Ownership Caucus hosted a panel discussion on June 21 on current efforts and new ideas to increase financial literacy among youth. The discussion began with remarks by Rep. Cooper (D-TN) on the importance of financial literacy, followed by Rep. Biggert (R-IL), co-chair and co-founder of the Financial and Economic Literacy Caucus (FELC), and Rep. Shaw (R-FL) commenting on the low level of financial literacy among Americans and the potential of FELC. The panelists shared ideas and best practices to tackle the issue of low financial knowledge among youth. They emphasized that financial education should focus on money management rather than spending, and that delivery methods are as important as curriculum content. The panel also agreed that credit lending institutions, legislators, and the education community need to be more involved to raise awareness and improve financial education programs.
