Annual Report Goes Paperless

United Way of America has just issued its annual report, which is entirely electronic---from President Brian Gallagher's message to the financials and everything in between. Click here to view the report.   In addition to being a report of impressive achievement, we at the Assembly are wondering if electronic is an increasing trend.  Let us know your experiences with electronic annual reports and the like.  Contact sara@nassembly.org.

Alcohol Ads in Magazines Reach Fewer Underage Youth

The good news?  Youth exposure to alcohol advertising in magazines declined 31 percent from 2001 to 2004, according to a new report from the Center on Alcohol Marketing and Youth at Georgetown University.  The bad news? Per capita exposure to advertising for beer, distilled spirits and alcopops for youth remained higher than the rate for adults of legal age.  For more information, click here.

POLICYBYTES

LHHS Appropriations Begins in House

The Labor, Health and Human Services, Education and Related Agencies (LHHS) Subcommittee in the House of Representatives met June 7 to mark-up the bill that will provide funding for fiscal year 2007.  By prior agreement, Chairman Regula (R-OH) did not allow any amendments to be offered during the mark-up, asking members to save those efforts for the full committee.  Overall, the bill includes $141.93 billion in funding for programs, a very small increase over FY 2006, and does not include the $3.1 billion promised by House Leaders to Republican moderates during debate on the budget resolution.  To read the full story, please click here.

National League of Cities Endorses Federal Youth Coordination Act

The National League of Cities, an organization of more than 1,600 member cities and towns, and 18,000 more members through municipal leagues in 49 states, has endorsed the Federal Youth Coordination Act (H.R. 856/S. 409), or FYCA.  FYCA is bipartisan legislation drafted in partnership with National Collaboration for Youth member organizations as a response to a report issued by the White House Task Force for Disadvantaged Youth in December 2003.  The Task Force found that programs working to meet the needs of young people are spread across 12 federal departments and agencies with little communication or coordination among them. Currently, there are federal funding streams designed to meet varying needs of youth – afterschool programs, job training, mental health, etc. – but they are administered in silos, independent of one another. Youth's needs, however, are complex and interdependent. FYCA establishes a Federal Youth Development Council that will enable the federal government to implement multifaceted approaches to reaching youth by leveraging and coordinating the existing resources of different federal agencies.  For more information on FYCA, visit www.youthcoordinainationact.org. National, state and local organizations can sign on to support FYCA by clicking here.  For a list of current endorsers, click here.

National Collaboration for Youth Endorses Legislation

The Washington Group of the National Collaboration for Youth has endorsed two pieces of legislation:

  • The Anti-Bullying Act of 2005 (HR 284).  This bill seeks to amend the Safe and Drug Free Schools Act (SDFSA) to focus more directly on issues of bullying and harassment regardless of race, religion, sex, national origin, disability, sexual orientation or gender identity or other distinguishing characteristics as defined by a state or local school district.  As a condition of receiving federal SDFSA funds, states, districts, and schools will be required to develop policies and programs to prevent and appropriately respond to instances of bullying or harassment, and the U.S. Department of Education will be required to provide further guidance and technical assistance related to these efforts.   To review the bill please click here.  For additional information or to sign your organization on as a supporter, email Neil Bomberg, public policy director at GLSEN, nbomberg@glsen.org.
  • DREAM Act (HR 5131/S 2075).  This legislation works to address the situation faced by young people who were brought to the US years ago as undocumented immigrant children but who have since grown up in the US, stayed in school and kept out of trouble. These youth face unique barriers to higher education and are unable to work legally.  The DREAM Act would legally recognize youth in this special circumstance, and put them on the path to citizenship by allowing for 6 years of conditional status, during which time the student would be required to graduate from a 2-year college, complete at least 2 years toward a 4-year degree, or serve military service for at least 2 years.  Please refer to this link for more detailed information: http://www.nilc.org/immlawpolicy/DREAM/index.htm
