House
Subcommittee Rejects Cut in Juvenile Justice Funding Bill Introduced to Enroll Uninsured Children in Medicaid, SCHIP Senate Majority Leader Bill Frist (R-TN) and Sen. Jeff Bingaman (D-NM) introduced legislation on May 17 that would provide $100 million in grants over two years to states, local communities, schools, faith-based organizations, and others to enroll eligible children into Medicaid and the State Children's Health Insurance Program (SCHIP). The bill would allow the Department of Health and Human Services to award grants to organizations that conduct "innovative" outreach and enrollment programs for uninsured children. Approximately six million uninsured children are eligible for coverage through Medicaid and SCHIP. For more information, click here. (Source: Washington Health Policy Week in Review) House Education Committee Unanimously Approves Head Start Bill On May 18, the House Committee on Education and the Workforce voted 48-0 to approve H.R. 2123, the Head Start reauthorization bill. Unlike legislation adopted in the House last year, H.R. 2123 does not include a White House proposal that would have allowed some states to take over Head Start funding as a state block grant. The two most significant concerns now confronting final passage of this bill are the funding level and a potential amendment that will likely be offered on the House floor allowing faith-based providers to hire on the basis of religious preferences. For more information, click here. (Source: Child Welfare League of America ) Senate Committee Approves Workforce Training Bill The Senate Health, Education, Labor and Pensions (HELP) Committee on May 20 unanimously approved S. 1021, the committee's bill reauthorizing the Workforce Investment Act (WIA) of 1998. The bill differs from the controversial version passed in the House (H.R. 27) in that it does not consolidate adult, dislocated workers, and employment services funding into one $3 billion block grant, nor does it contain a provision allowing religious organizations receiving funds to consider religion when making hiring decisions. (Source: Coalition on Human Needs) Administration Creates Medicaid Commission, Rejects Calls for Independent Commission Health and Human Services Secretary Mike Leavitt on May 20 formally established a Medicaid study commission to recommend ways to cut $10 billion from Medicaid over five years and propose longer-term solutions to slow the program's rising costs. Leavitt will appoint the commission's 15 voting members. A bipartisan majority of the House and Senate rejected Medicaid cuts and called instead for an independent, nonpartisan Medicaid commission to study ways to improve, but not necessarily cut, the program. Labor Department Announces Grants for Prisoner Reentry Initiative U.S. Secretary of Labor Elaine Chao recently announced that approximately $20 million will be competitively awarded for projects that carry out the Prisoner Reentry Initiative (PRI). The initiative seeks to reduce recidivism by helping nonviolent prisoners find work and stable housing when they return to their communities. Collaboratively developed by the Departments of Labor, Justice, Housing and Urban Development, and Health and Human Services, the program seeks strategies that draw on the unique strengths of faith- and community-based organizations. Generally, grantees should plan to serve individuals 18 years old and older who have been convicted as an adult and imprisoned and who have never been convicted of a violent or sex-related offense.
