New Plan to Close the Mentoring Gap

MENTOR and the Corporation for National and Community Service recently launched a national campaign to close the mentoring gap, unveiled a comprehensive blueprint for action, announced a new Federal Mentoring Council, and shared commitments by Fortune 500 companies to find a caring adult mentor for every child that needs one.  For more information, click here.

Report on Criminal Background Checks

The Report of the National Task Force on the Criminal Backgrounding of America provides policy makers with a series of recommendations on the use of criminal background checks to determine suitability for certain jobs, licenses and other opportunities.  The recommendations include allowing private entities to receive record check results directly; reducing fees and setting response deadlines for background checks; obtaining the subject's consent; and developing a national campaign to educate the public about criminal background checks.  For more information, click here.   

Cross-Boundary Leadership Promotes Community Schools

A new paper from the Coalition for Community Schools highlights work in 11 communities across the country where leaders are scaling up and sustaining community schools initiatives.  Growing Community Schools: The Role of Cross-Boundary Leadership focuses on how innovative cross-boundary leaders from education, local government, public, private and community-based agencies, business and other sectors are organizing themselves and their communities to create and sustain community schools.  For more information, click here.

Corporate Investments in After School

Corporate Voices for Working Families released a new white paper that shows strong interest in after school by the corporate community, supported by a $136.6 million financial investment in 2005 and over $1 billion in the last five years by just eight companies.  In addition to financial investments, the paper covers these companies' in-kind contributions, expertise, partnerships, and board memberships, as well as lessons learned and future directions.  For more information, click here.

Whether facing a temporary illness or permanent change in executive director leadership, all nonprofit organizations should have an Emergency Succession Plan.  The Center for Nonprofit Advancement has developed an Emergency Succession Plan Template that is easy and painless to compile and adopt.  For more information, click here.

Fiscal Year 2007 Budget Resolution

The House of Representatives voted on the FY 2007 Budget Resolution on May 18, 2006.  House moderates worked to increase funding for domestic discretionary programs in a manner similar to the effort that succeeded in the Senate. They secured an additional $4.1 billion along with a commitment for an additional $3.1 billion without cuts to mandatory programs. $1 billion would come from unobligated funds for Iraq reconstruction, but it isn’t clear where the remaining funds come from. This resolution is the House’s proposal for the congressional budget for the United States Government for fiscal year 2007, setting forth budgetary levels for fiscal years 2008 through 2011.  To view how your Representative voted, click here.  Additional voting information can be accessed through the Youth Policy Action Center.

Since the Senate and the House have yet to conference their differing resolutions into one version, for Appropriators to move forward and create spending bills, the chambers need to create "deeming" resolutions.  The House passed a deeming resolution immediately after passing its budget.  The Senate has yet to take action on a deeming resolution.

What remains unclear, however, is what figures Appropriators will use, as House Members are currently working under direction to follow the President's proposed budget numbers.  Furthermore, Majority Leader John Boehner (R-OH) has stated that he still hopes to conference the House and Senate Budget Resolutions, documents that differ by $16 billion dollars.  The House and the Senate leave for Memorial Day recess on May 26, and will return on June 5.  For more information on the Federal Budget, click here.

CORE Testifies at Child Protective Services Hearing

Heidi Goldsmith of CORE: the Coalition for Residential Education, testified before the Committee on Ways and Means, Subcommittee on Human Resources on May 23.  CORE promotes and assists the development of residential schools for disadvantaged children and youth.  Goldsmith focused on the barriers such schools face in serving the growing needs of homeless youth and students in the foster care system and urged Members of Congress to allow the residential education alternative to the choices available to these youth, especially older youth in the foster care system.  To read the testimony and review other witness’ statements, click here.

SSBG Annual Report Released

The Office of Community Services, Administration for Children and Families, Department of Health and Human Services has released the Social Services Block Grant Annual Report for 2004.  The report shows that States supplemented the $1.7 billion block grant with over $2.5 billion from the TANF block grant.  The report highlights various state planning processes for the SSBG allotment as well as service expenditures and recipients. In particular, states used close to 30% of the block grant nationally for such child welfare services as foster care, child protection, case management, adoption and independent living services.   For a full copy of the report, including individual state reporting forms, click here.

Neighborhoods’ Influence on Well-Being

In How Does Family Well-Being Vary across Different Types of Neighborhoods?, Margery Austin Turner and Deborah R. Kaye of the Urban Institute examine a substantial body of research and conclude that living in high-poverty and racially isolated neighborhoods can undermine the well-being and potential of children and adults. This paper uses information collected from the National Survey of America's Families, data on family work effort, economic security, access to services and supports, and child well-being to shed new light on the relevance of neighborhood environment.  To view the paper, click here.

Grants for Service Learning Projects on Climate Change

Youth Service America and the Civil Society Institute are sponsoring the Red, White, and Green Climate Change Grant for service-learning projects that promote awareness about climate change and possible solutions.  This opportunity offers $500 to youth between the ages of 15-25 or to organizations that serve youth ages 15-25.  The deadline is September 1, 2006. Award for Nonprofit Innovation

The Peter F. Drucker and Masatoshi Ito Graduate School of Management at Claremont Graduate University is now accepting applications for the annual Peter F. Drucker Award for Nonprofit Innovation. The Award is given each November to three nonprofit organizations in recognition of an innovative, existing program that has made a difference in the lives of the people it serves.  The deadline is August 15, 2006.  For more information, click here.

Awards for Heroes of the Gulf Coast Disaster

The Robert Wood Johnson Community Health Leadership Program is offering five $120,000 awards to people who have shown exceptional leadership in bringing health services to those affected by the Gulf Coast Disaster.   Nominees can be from all significantly affected areas, including communities that have offered shelter and support to people displaced from the Gulf Region.  The deadline is June 30, 2006.  For more information, click here.

National Collaboration for Youth
Policy Brief Emphasizes Service Coordination for Youth Reentry
The National Collaboration for Youth and National Juvenile Justice Network released a new policy brief that focuses on the importance of service coordination among public and private agencies to provide an aftercare or reentry system that addresses the multiple needs of incarcerated youth.   The brief, entitled Service Coordination Strengthens Youth Reentry, explores federal and state policy initiatives to encourage coordination, addresses the issue of information sharing and juvenile confidentiality, and highlights local programs that are notable for their public and private partnerships.  For more information, click here.

Recruiting and Retaining Frontline Youth Development Workers
Capturing Promising Practices provides strategies used at local organizations to recruit and retain staff who work directly with youth.   The National Collaboration for Youth surveyed local organizations to provide these concrete examples of promising practices.   For more information, click here.

Report on Work/Family Conflicts for Working Class
A new study by the Center for WorkLife Law shows that the working class faces severe punishments, including firing, when choosing family responsibilities over work.   Among the report's findings are that working class families face inflexible schedules that clash with family needs, and mandatory overtime leaves single mothers, divorced dads, and "tag team families" in jeopardy of losing their jobs.  It outlines the specific kinds of workplace flexibility that are feasible and cost-effective in working-class jobs.
