Engaging Young People in Juvenile Justice Reform

A new policy brief from the National Collaboration for Youth and National Juvenile Justice Network raises issues that can be considered when embarking on an effort to incorporate youth in juvenile justice reform efforts.  It addresses the challenges involved in recruiting and retaining young people and highlights various community-based and governmental organizations that empower youth to advocate for, and provide significant input into, system reform.

KaBOOM! Completes 50th Playground Build in the Gulf Coast

On May 21, more than 450 volunteers joined Regis Philbin and Kelly Ripa at Drew Elementary in New Orleans to construct the 50th KaBOOM! Operation Playground in the Gulf Coast.  Operation Playground, a two-year initiative to build 100 playgrounds in Gulf Coast communities affected by Hurricanes Katrina and Rita, has provided more than 17,500 Gulf Coast children with great places to play and involved more than 25,000 volunteers.

Research on Aging

The Population Reference Bureau recently launched a new monthly e-newsletter, Today's Research on Aging, which is intended to increase awareness of research results and their application to major public and private decisionmaking.   Past issues have covered the topics of healthy aging, prescription drugs and Medicare, and savings and the elderly.

Births to Cohabiting Couples at All-Time High

The proportion of births in the U.S. that occur outside of marriage has climbed dramatically over the last few decades and more of these births are to unmarried couples who live together (or cohabit), according to a new research brief from Child Trends.  Since children in cohabiting households face greater risks than children in married couple households, the brief suggests potential approaches to promote healthy relationships and environments for parents and children.

Index: Children’s Quality of Life Has Stalled

Improvements in the well-being of America’s children and youth have stalled, ending an upward trend, according to the Foundation for Child Development's 2007 Child and Youth Well-Being Index (CWI), an annual comprehensive measure of how children are faring in the United States.  Children's health has sunk to its lowest point in the 30-year history of the Index, driven largely by a rise in the number of children who are obese and a smaller decline in child mortality rates than achieved in recent years.

Guide to Preventing Drug Use among Children and Adolescents

The National Institute on Drug Abuse released the second edition of this free guide, which is derived from research on effective prevention programs.  It includes information about key factors that place youth at risk for drug abuse, guidance for planning drug abuse prevention programs in the community, the application of prevention principles to programs, and descriptions of the core elements of effective prevention programs.

National Summit on America’s Children

On May 22, House Speaker Nancy Pelosi convened a national summit of academics and experts to bridge the chasm between research on child well-being and policy practice. Panelists focused on the importance of children’s early years as the foundation for future development, noting that early intervention was preferable to costly, more difficult remedy at a later date.  Concomitantly, panelists emphasized the need for situating child well-being within the context of the family. As Paul Wise, a professor at Stanford University’s School of Medicine stated, “We continually say that children are our future, but we have to remember that parents are our present.”  Suggested next steps included: renewed focus on children’s social and emotional needs; increased parental education and support, particularly through extension of Medicaid eligibility or paid leave; development of public-private partnerships so as to increase flexibility and accountability; greater emphasis on chronic disease care in children’s health insurance; and expanding the reach of food stamps and the Child Tax Credit. Call on Congress to Fund FYCA

We are continuing to work with Congress to appropriate funding to allow the Federal Youth Development Council to begin its work.  At the local level, networks and affiliates have done a spectacular job thanking Congress for passing FYCA, generating nearly 1,000 messages, and contacting almost every member of Congress.

Please help us keep the momentum going.  Tell your Representative and Senators how funding the Youth Development Council will benefit youth nationwide.  Take action by following this link to the Youth Policy Action Center:  www.capwiz.com/mobilize/issues/alert/?alertid=9784226&type=CO

Congress Passes FY 2008 Budget Conference Agreement

On May 16, the House and Senate Budget negotiators came to an agreement on a fiscal year 2008 Budget Resolution, which provides the funding roadmap for the appropriations committees to begin their work.  The agreement creates PAYGO in the Senate to match the House, but also includes a significant increase in funding for domestic discretionary programs above the numbers set forward by the President, potentially setting up a veto of appropriations bills.  To view a summary of the agreement, click here.
