The Best and Worst Places to Be a Mother

Save the Children released its eighth annual Mothers’ Index that ranks the best and worst places to be a mother and a child and compares the well-being of mothers and children in 140 countries.  It examines the investments in health care and nutrition that make a difference for children and families and highlights proven, low-cost solutions to save the lives of children under 5.

New Report on Relatives Raising Children
Children in relative foster care tend to be just as safe, or safer than, children placed with non-relative families, according to a new report from the Pew Charitable Trusts and Generations United.  The report presents the latest findings on the impact of relative care for children in foster care, describes the role of relatives as permanent families for the children in their care, and offers cost-effective ways to support relatives as caregivers through federal policy.

Measuring Income and Poverty in the United States

A fact sheet from the National Center for Children in Poverty discusses how the U.S. measures poverty, why the current measure is inadequate, and what alternative ways exist to measure economic hardship.  It explains why the official poverty level dramatically understates how much it really takes to make ends meet.

A National Strategy to Cut Poverty in Half

The Center for American Progress Task Force on Poverty outlines 12 key steps for cutting poverty in half in the next 10 years.  The recommendations are intended to promote decent work, provide opportunity for all, ensure economic security, and help people build wealth.

Casey Foundation includes state- and national-level data about these children, background on why it is critical to help this growing group of children, and resources for improving their well-being.  More...  A new research brief by Child Trends and the Center for Social and Demographic Analysis reveals that children in immigrant families are deeply rooted in the U.S., but would benefit from quality early education programs to further their integration into American society.  More...

Budget and Appropriations Update

The House and Senate have named negotiators and are conferencing to come to terms on a Budget Resolution for fiscal year 2008.  The House appointed the following conferees: Chairman Spratt, Representative DeLauro, Representative Edwards, Ranking Member Ryan, and Representative Barrett.  The Senate Conferees are Chairman Conrad, Senator Murray, Senator Wyden, Ranking Member Gregg and Senator Domenici.  The three major differences between the House and Senate are:

  • How to handle the Baucus amendment – an amendment passed by the Senate that directs any budget surplus to go towards funding tax cuts.
  • Should there be reconciliation language to help move a student loan bill?
  • Agreement on a total discretionary spending amount.

The conferees are facing a May 15 deadline, for after that date the appropriations committees are allowed to proceed without a budget resolution.  In the House, Appropriations Chairman Obey hopes to begin marking up spending bills before Memorial Day, and finish the process before the 4th of July recess.  In anticipation of this schedule, the National Human Services Assembly and many of its members joined hundreds of human service, education and health organizations in sending letters to the appropriators, urging for increased funding for programs.  View the letters here.

The time to take action on appropriations priorities is now.  View the priorities of the National Collaboration for Youth here.  Contact Congress on funding youth programs at the Youth Policy Action Center.

CNS Launches Summer of Service

The National Collaboration for Youth has joined the Summer of Service National Affiliate Network to partner with the Corporation for National and Community Service to engage more youth in summer service activities.  The Corporation has developed a comprehensive web site including a toolkit with project ideas and how to engage young people in service.  The culmination of the summer will lead to the High Five Service Project Kudos, bringing the winners to DC for celebration and recognition.  To join the network, access the toolkit, or nominate a project, visit www.nationalservice.gov/summerofservice.
