New Report on Health Coverage for Aging Baby Boomers
A recently released report entitled Health Coverage for Aging Baby Boomers: Findings from The Commonwealth Fund Survey of Older Adults found that over 60 percent of adults ages 50 to 64 who are working or have a working spouse have been diagnosed with at least one chronic health condition, such as arthritis, cancer, diabetes, heart disease, high cholesterol, or hypertension. At the same time, baby boomers are coping with barriers to needed care resulting from unstable health insurance coverage and problems paying medical bills. One-fifth of older workers and their spouses are uninsured or had a time when they were uninsured since turning 50. For more information on this report, click here.

Homeownership Declining for Working Families with Children

The Center for Housing Policy's new study reveals although American home ownership is at a record high, working families' home ownership is the lowest it has been in almost three decades.  The Center for Housing Policy is the research arm of the National Housing Conference, a housing affordability advocacy group.  For more information, click here. Invest in Kids Working Group Discusses Preschool As Economic Development
Invest in Kids is a working group of the Committee for Economic Development that meets monthly to discuss issues relating to young people.  In March, the discussion was on Preschool as Economic Development. Previous topics discussed have included Quantifying the Early Childhood Economy and Human Capital is the Key to Growth - Success Stories and Policies for 2020.   For more information about this group as well as reports on recent discussions, please click here.

Housing Shortage Could Leave Hurricane Evacuees Homeless

Thousands of Houston hurricane evacuees will be unable to find apartments they can afford as their city vouchers expire in coming months, raising concerns that a number could end up homeless.  A new study of the Houston area's rental housing market, commissioned by the Texas Department of Housing and Community Affairs, found a shortage of almost 14,000 apartments affordable to families of five earning up to $26,360 a year — the income category thought to apply to most Hurricane Katrina and Rita evacuees living in Houston. Budget Process Awaits House Action

Chairman Nussle (R-IA) introduced his version of the budget in the House this week, and it is expected to see floor action the week of April 3.  The House version of the budget provides for $10.4 billion less in funding for domestic discretionary programs than the Senate plan.  It also does not plug a funding shortfall in the State Children’s Health Insurance Program nor does it extend a component of Medicaid that continues health care coverage for up to a year while a family works its way off welfare.  These two items were included in the budget request submitted by the President.

In the House, some moderate Republicans and Democrats are working to secure an additional $7 billion, similar to the Senate effort of two weeks ago.  An amendment to include that funding was offered by Rep. Rosa DeLauro (D-CT) during the House Budget Committee mark up this week, but it was defeated on a party-line vote.

Child Welfare League of America Publishes Child Welfare Workforce Salary Study

Published every two years, the survey marks trends concerning the child welfare workforce, including average salaries by category, data on benefits structures and staffing level information.  To purchase a copy, click here

 

Correction from March 17 edition

On March 16, the U.S. Senate approved by a vote of 73-27 an amendment to its Fiscal Year 2007 budget resolution to provide funding at FY 2005 levels for a variety of education and health and human service programs.  While this vote does not ensure increases in spending, as previously reported, it is a step toward lifting the overall amount of funding available in FY 2007 for these and other programs.

Angel Soft's Angels in Action National Awards Program Will Honor Children and Youth for Volunteer Efforts
Up to $15,000 will be awarded to youth between the ages of 8 and 18 who are performing exemplary acts of community service; teachers, parents, guardians, and friends may submit nominations. Deadline: October 1, 2006

Do Something to Honor Young Social Entrepreneurs
The Brick Award honors social entrepreneurs aged 18 to 25 working on local community building, health, or the environment with up to $10,000 in scholarships and community grants. Deadline: October 25, 2006

Avon Foundation Offers Support for Local and Regional Domestic Violence Organizations
Up to $25,000 will be awarded to community-based nonprofits providing essential services to domestic violence victims in specific geographic areas of the United States.  Deadline: August 1, 2006

Great American Bake Sale Seeks Proposals to Increase Participation in USDA Afterschool and Summer Nutrition Programs
Grants will support efforts by current program sponsors and advocacy organizations to increase food program participation among low-income children.  Deadline: April 15, 2006

The National Human Services Assembly invites nominations for awards recognizing those who exemplify the Essence of Leadership. The Assembly annually recognizes executive, board, media and civic leaders with the Excellence in Leadership Awards. This year's reception will take place the evening of September 14, immediately following the National Leaders Summit at the J.W. Marriott in Washington, DC. The Family Strengthening Policy Center released a new policy brief on Community Health Workers: Closing Gaps in Families’ Health Resources.  Low-income families face multiple barriers to accessing timely, quality services necessary to protect their health. A wide variety of organizations have found community health workers can play a critical role in helping families manage their health.  For more information, click here.

F.I.L.M. - Finding Inspiration in Literature & Movies
F.I.L.M. Turns Heads at the National Service-Learning Conference
From March 22-25, F.I.L.M. exhibited at the 17th annual National Service-Learning Conference at the Pennsylvania Convention Center in Philadelphia. The success of the exhibit was far-reaching. Nearly one hundred attendees signed up for the e-newsletter, Behind the Scenes. Four lucky attendees won F.I.L.M. books, DVDs, and activity guides as part of the special F.I.L.M. raffle at the booth. National Collaboration for Youth Announces a New Professional Development E-series on Professional Associations
Although professional associations are developed to represent very different workforces and missions, there is one thing that they all have in common:  the mission to advocate for the worker and to professionalize the field.  Professional associations usually offer a strict code that defines the field along with the ethics and expectations of those working in the field.  In most professions, one can find a professional association that advocates and provides resources for its workers.   This newsletter highlights a few youth worker professional associations that are impacting the youth development workforce.  This is not meant to be a comprehensive study, but offers a few examples including benefits and lessons learned. Jill Schuman In its recent annual report, Integrity, In Principal and Practice, Consorta features Lutheran Services in American President and National Assembly board member Jill Schumann. Part of Consorta's significant growth in their Advantage Program comes from members like LSA.  In its first three years with consorta, LSA member Lutheran Social Services of Illinois saved $636,000 which the organization was able to re-direct to its service programs.
