Community-Based Learning: Engaging Students for Success and Citizenship The Coalition for Community Schools recently released a new paper, Community-Based Learning: Engaging Students for Success and Citizenship. It highlights the value of the community-based learning approach to improving academic outcomes, including test scores, attendance rates, and graduation rates, as well as civic, moral, personal, social and work-related outcomes. Electronic Tax Filing for Nonprofits Senate Increases Funding for Education and Social Service Programs On March 16, the U.S. Senate approved by a vote of 73-27 an amendment to its FY2007 budget resolution to increase funding for education and social service programs by $7 billion. The bipartisan amendment, led by Senators Arlen Specter (R-PA) and Tom Harkin (D-IA), could provide funding for after-school programs, mentoring, job training and a host of other important services for children, youth and families. It restores funding for these programs to their FY05 levels. The entire $2.8 trillion FY07 budget resolution passed the Senate, 51-49, on March 16. Helping America’s Youth Webcast The next "Education News Parents Can Use" broadcast (March 21, 8:00-9:00 ET) will explore the President's Helping America's Youth (HAY) Initiative. Led by First Lady Laura Bush, HAY helps the country's children and teenagers find success by bringing attention to their needs -- especially those youth who have been traditionally under served -- and by empowering community partnerships that support the cornerstones of youth development: strong families, effective schools, and caring communities. The broadcast will focus on what schools can do to help engage children in their studies, promote healthy behaviors, and prepare students for successful lives after graduation. Alternative Education for Out of School Youth A new Urban Institute paper reviews some preliminary efforts to develop a typology of "alternative education," as well as several promising initiatives that provide out-of-school youth with second-chance opportunities. It then turns to how many out-of-school youth are involved in alternative education, and how many need these options. The final section discusses the current policy environment for alternative education, some of the funding streams available to support programs for out-of-school youth, and how under used funding sources might be tapped for this effort. Minority Population Shifts Since 2000 Census A new Brookings Institution analysis of Census Bureau population estimates of the distribution of racial and ethnic groups within and across U.S. metropolitan areas since Census 2000 reveals that Hispanic and Asian populations are spreading out from their traditional metropolitan centers, while the shift of blacks toward the South is accelerating. Additionally, the fastest growing metro areas for each minority group in 2000–2004 are no longer unique, but closely parallel the fastest growing areas in the nation. Member Spotlight The Afterschool Alliance is dedicated to raising awareness of the importance of afterschool programs and advocating for quality, affordable programs for all children. It is supported by a group of public, private and nonprofit organizations that share the Alliance's vision of ensuring that all children have access to afterschool programs by 2010.
The Alliance was formed on the belief that afterschool programs are critical to children and families today, and that the need for programs is not adequately addressed. In communities today, 14.3 million children take care of themselves after the school day ends, including almost four million middle school students in grades six to eight.
