POLICYBYTES

110th Congress Sworn In

Capitol Hill buzzed with activity the first week of January, as Congress returned to begin a new session.  In the House of Representatives, the Democrats took power after 12 years (233-203), and elected Rep. Nancy Pelosi (D-CA) as Speaker of the House, the first woman to hold that position.  There are a record number of women to serve in the 110th Congress: 74 in the House and 16 in the Senate.  The Senate continued its back-and-forth exchange of power, with the Democrats now holding a slim 51-49 majority.  Sen. Robert Byrd (D-VA) was elected president pro tempore of the Senate and Harry Reid (D-NV) will serve as majority leader.

The unfinished work of the 109th Congress remains, and appropriations committees are working to finalize a year-long continuing resolution to provide funding to federal departments, agencies and programs for the remainder of the 2007 fiscal year.  At the same time, the budget committees are preparing the receive the president’s proposed fiscal year 2008 budget recommendation, and begin work on the Congressional budget resolution.

House Institutes Pay-As-You-Go Rules, Senate to Follow

Following lobbying reform rules adopted on January 4, the House of Representatives adopted new budget process rules on January 5.  On a 280-152 vote, pay-as-you-go (PAYGO) was reinstated.  PAYGO requires that any increases in entitlement spending, or decrease in revenue (tax cuts) not add to the deficit.  PAYGO, as it was adopted, does not apply to annual discretionary appropriations and since it is not statutory, PAYGO can be waived. Click here to view additional resources on PAYGO.

Start 2007 off right: Set Standards for your Professional Development Efforts
A lot of work has been done over the last decade on program quality standards; however, very little information exists about standards and guidelines for professional development within the youth development field. Professional Development Standards seek to provide a set of criteria that help organizations create an effective, outstanding professional development system. The standards also serve as a yardstick against which existing professional development frameworks can be evaluated. Check out the newest in the Professional Development Series, simply download the Standards by clicking here.

Freedom Writers Now in Theaters
Freedom Writers, a Paramount Pictures and MTV Movies film, tells the true story of a young English teacher named Erin Gruwell, who teaches the “at-risk” students at Wilson High School in Long Beach, California.  Erin Gruwell leads her class in a life-changing journey against intolerance, in which the students read literature that touches their lives personally and write about their own experiences and emotions in diaries. Calling themselves the “Freedom Writers,” the students gain national recognition for their efforts and begin to make positive changes in their own lives. Now in theaters, youth leaders, facilitators and parents are encouraged to take groups of youth to see Freedom Writers in support of positive movies.
