The U.S. Census Bureau released a new report that finds that household income remained unchanged between 2002 and 2003, but the nation's official poverty rate rose from 12.1 percent to 12.5 percent. The poverty rate for children rose from 16.7 percent to 17.6 percent. The number of people with health insurance increased by 1 million and the number without such coverage rose by 1.4 million. The National Urban League released "Diversity Practices that Work: The American Worker Speaks," a survey of more than 5,500 American workers that captures employees' views on diversity. To provide guidance to employers as they seek to attract and retain a diverse mix of employees, the study also outlined some diversity practices the employees deemed most effective. This Issue Brief from the National Governors Association highlights early lessons from states that are developing and implementing youth development policies. It defines what youth development means at the state level, discusses some of the challenges facing state policy makers, and suggests actions that policymakers can take to promote more comprehensive youth development systems. Focus group participants convened by the Access to Benefits Coalition (ABC) reported that they had given up trying to sort through information about the new prescription drug program, describing it as too confusing or saying they encountered substantial obstacles in trying to get information or enroll. Participants agreed that they pay too much for prescription drugs and expressed interest in calling an organization like ABC for help in finding benefits. A new Brookings Institution report on "The Changing Urban Geography of Poverty and Service Provision" examines neighborhood variation in access to social services in three metropolitan areas: Chicago, Los Angeles, and Washington, D.C. It concludes that the shifting geography of concentrated poverty, and the transformation of governmental assistance from cash to services, increases the importance of the location of social service facilities, requiring greater attention from policymakers and service providers. * Top trends in family philanthropy. The July issue of Family Giving News , an online publication from the National Center for Family Philanthropy, is devoted to a brief look at the top ten trends in family philanthropy. Trends include a rising number of families participating in philanthropy, more hands-on giving by younger donors, and increased grants for nonprofit operating funds.
