Please pass this timely information along to your network. Despite broad public and Congressional support, the State Children’s Health Insurance Program (SCHIP) was not reauthorized this year. Instead, Congress passed a bill, the Medicare, Medicaid and SCHIP Extension Act of 2007 (S. 2499) that will, among other things, extend SCHIP until March 31, 2009. S. 2499 provides sufficient funding so states can continue covering the current 6 million children enrolled in the program. The bill passed by unanimous consent in the Senate on December 18; the next day the House approved the measure 411-3. For more info.. Alternative Minimum Tax (AMT) Passes – Child Tax Credit Left Behind Beginning in 2001, Congress has annually passed one-year AMT ‘patches’ to prevent certain taxpayers from paying more in taxes under the AMT than they would in the regular income tax system. At the beginning of the year Congress knew it would pass an AMT patch. The outstanding question was whether the legislation would adhere to rules adopted by Congress this year which require new tax cuts be paid for by cutting entitlement spending or enacting new taxes. Study Makes Important Contributions to This Nation’s Understanding of Disproportionality and Disparity in the Child Welfare System While most studies focus on comparisons between blacks and whites, this report, from the Casey-CSSP Alliance for Racial Equity in Child Welfare, incorporates other communities, namely American Indians, Asians and Pacific Islanders, and Hispanics. Second, while most studies examine disproportionality at only one geographic level, this analysis describes racial/ethnic disproportionality and disparity at three levels—national, state, and county. For example, at the national level, the disproportionality rates among black children and American Indian children rise as the child goes deeper into the child welfare system. For more info... The Food Stamp Program provides assistance to millions of families each month. This report examines how long families tend to receive food stamps, and what circumstances lead them to enter and exit the program. Three-quarters of the families that left the program over the period studied did so when their total monthly income increased by more than 10 percent. The data source was from the Survey of Income and Program Participation (SIPP), a nationally representative, short-term longitudinal survey that collects detailed information on monthly labor force activity, earned and unearned income, cash and noncash assistance, and family and household composition. (Mathematica). For more info.. A new report from the Social Science Quarterly examines the extent to which working-age people with disabilities experience several types of material hardships. The findings provide support for policies that account for disability-related expenditures and needs when determining eligibility for means-tested assistance programs. In addition, a large majority of the low-income respondents who reported a material hardship also reported being limited for some period of time in the amount or kind of work they can perform. Grants, Notices & Awards (listed in chronological order by deadline) CATCH Implementation Funds - Deadline: January 31, 2008. The American Academy of Pediatrics (AAP) is accepting applications for its Community Access to Child Health (CATCH) Implementation Funds program. The purpose of the program is to support the initial or pilot stage of development or implementation of a community-based child health initiative. The National Industries for the Blind (NIB) is offering a fantastic opportunity to work at NIB and NIB’s associated agencies as well as attend business classes, such as finance, human resources, marketing, business management and operations. By providing a salaried job, formal and informal training, mentoring and orientation sessions, the NIB Fellowship graduates will be equipped to grow into upper-level management positions throughout the course of their careers. Applications for the NIB Fellowship will be accepted between now and February 15, 2008. For more info… www.nib.org USDA Food Stamp Outreach Grants - Deadline: February 19, 2008. At least $1 million in grants are available for the public and private nonprofit community and faith-based organizations to improve awareness of USDA's Food Stamp Program for low-income households. Specifically, these grants will target the two most significantly underserved populations in the Food Stamp Program, seniors and Hispanics. State and local food stamp offices and for-profit organizations are not eligible for these grants. Applicants will be eligible to receive up to $75,000 per grant. Literacy, Youth Leadership and Volunteerism Grants – Deadline: Rolling. The Comcast Foundation supports organizations that make communities stronger through literacy, youth leadership development and community service programs. Award amounts range from $1,000 to $570,000. Eligible applicants include nonprofit organizations with 501(c)(3) status that operate within a Comcast service area. The Purpose Prize provides five awards of $100,000 and ten awards of $10,000 to people over 60 who are taking on society's biggest challenges. Winners are innovators from the government, non-profit and private sectors who each have the determination to make lasting change. Nominations close March 1, 2008.
