Developed over 50 years of federal policy, the safety net keeps families from daily hunger and other perils and sets the stage for longer-term educational and employment outcomes. “Today’s safety net,” says the Center on Budget and Policy Priorities, “cuts poverty nearly in half. It kept 41 million people, including 9 million children, out of poverty in 2012,” based on the Census Bureau Supplemental Poverty Measure.
